POSITION LOCATION:

  • FIRE MARSHAL'S OFFICE

PURPOSE OF POSITION:

  • Under immediate and direct supervision, the Fire Investigator-Volunteer will learn job tasks in a training capacity until fully qualified and will assist the Fire Marshal’s office in determining the origin and cause of fires, supporting both safety and legal outcomes for the community. This role works under the direction of the Fire Marshal, or designee, using accepted investigative methods such as those outlined in NFPA 921.

  • Essential Duties and Responsibilities

  • ESSENTIAL FUNCTIONS: This job description is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all responsibilities and duties required.

  • Respond to fire scenes when requested to assist with origin and cause investigations.

  • Secure, safeguard, and document the scene to preserve evidence and maintain scene integrity.

  • Assist in conducting systematic scene examinations while learning and using the scientific method consistent with NFPA 921 and other recognized guidelines.

  • Aid and support Fire Marshal’s Office staff while learning how to identify, collect, label, and package physical evidence in accordance with department policy and evidentiary standards.

  • Assist in the documentation collected during investigations through detailed notes, diagrams, and scene photography.

  • Assist with interviewing property owners, occupants, witnesses, and responders to gather information relevant to fire origin and cause.

  • Help distinguish between accidental, natural, and intentional fire causes, elevating potential arson cases to sworn investigators or law enforcement.

  • Aid the Deputy Fire Marshal or Fire Marshal while learning how to prepare clear written reports summarizing investigative activities, findings, and recommendations.

  • When requested, support preparation of cases for civil or criminal proceedings and provide testimony regarding observations and documentation.

  • Participate in post-incident reviews to identify fire trends, code issues, and prevention opportunities.

  • Attend regular training, drills, and meetings to maintain competency and meet department participation requirements.

  • Education, Experience, and Licensing

Required Education and Experience:

  • Must be a minimum 21 years of age.
  • High school diploma or equivalent; additional coursework in fire science, criminal justice, or a related field preferred.
  • Minimum of 2 years of experience as a fire fighter or law enforcement officer (volunteer or career) is required for consideration. Five (5) or more years of experience is preferred.
  • Ability to complete department-required training in fire behavior, scene safety, evidence preservation, and basic fire investigation practices.
  • Meet all NFPA 1033 requirements for fire investigator - and - completion of task book and certification as a Fire Investigation Technician within two years.
  • Ability to pass a background check consistent with access to emergency scenes, records, and evidence.

All candidates are required to possess the following essential knowledge, skills and abilities:

  • Must possess good decision-making skills, be able to handle tense and uncertain emergency situations, be proficient at dealing with upset citizens, and have good problem-solving skills.
  • Proficient with computer systems, including Microsoft Office software and the ability to learn/use other associated department-specific software.
  • Ability to follow a plan, be organized, and self-monitor activities according to priorities, established schedules, and deadlines.
  • Manage emergency and stressful situations in a calm manner.
  • Communicate in a clear and concise manner, with tact and diplomacy, in verbal and written format, to promote understanding and cooperation with a diverse population.

Professional Licenses/Certifications:

  • Required as identified in the respective Required Education and Experience sections, above.

Other Requirements:

  • Valid Driver’s License with proof of automobile insurance.

  • Driving Abstract: Must have an acceptable driving record.

  • Physical Abilities and Working Conditions

WORKING CONDITIONS AND ENVIRONMENT:

  • Work is performed both indoors in an office environment, as well as outdoors on occasion.

  • May work at a computer for extended periods.

  • Work in and around active or recently extinguished fire scenes, including exposure to heat, smoke residues, debris, uneven terrain, and adverse weather.

  • Availability for call outs during evenings, nights, weekends, and holidays.

  • PHYSICAL REQUIREMENTS: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Frequently sits at a computer workstation to complete work tasks with general office equipment, including computer workstations.

  • Must have the ability to traverse a variety of surfaces including uneven surfaces; PPE must be worn when required.

  • Frequently uses near and distance vision, along with peripheral vision and depth perception, to complete office tasks and ensure accuracy in documentation.

  • Occasionally stoops, kneels, and utilizes tools to complete fire scene tasks.

  • May occasionally lift and carry materials or supplies up to 75 pounds.

VOLUNTEER COMMITMENT:

  • This position is an unpaid volunteer position.

  • Expected to meet minimum annual participation in calls, trainings, and meetings as defined by the Fire Marshal’s Office Volunteer policy.

  • This position’s work schedule is at the discretion of the Fire Marshal, or designee.

  • This position does not qualify for company offered benefits.
