Purpose

WatHab Generalist Project Manager 1, designs and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives at MAY sub-delegation AoR with supervision and limited coaching. S/he carries out needs assessments and surveys and plans new projects. S/he is responsible for the implementation of all the WatHab programme at MAY SD and acts as a key interface with external stakeholders and reports to management on stakeholder relations and the general situation. The team leader acting as the focal point for Wathab related trend and situation analysis + sharing with the team for informed/evidenced based decision making. He should also contribute to strategy development.

Key Responsibilities

  • Initiates a constructive dialogue and establishes a relationship of trust with the concerned partner(s) (public services, "client" department).

  • Studies the project brief or "vision" document and understands the needs and challenges. Identifies and collaborates with all stakeholders who may have an influence on the success of the projects.

  • Collects all the information and data necessary to prepare the projects. In case of need, carries out additional studies internally or externally (consultancy) if required. Assists programmes managers in identifying and analyzing needs through assessments and survey.

  • Reviews and prepares feasibility studies or project proposals including all information needed to clearly define the works or activities to be carried out, the expected output, the necessary resources, the cost and the duration of the project, possibly including different options.

  • Establishes implementation methodologies that align with project management policies and guidelines, prepares technical designs, reviews consultant work plans and deliverables for validation, facilitates the signing of memoranda of understanding, oversees procurement and contract management, supervises project implementation, motivates team members to align their contributions with project objectives, and maintains an overview of project progress and benefits while ensuring effective communication of any changes in scope, timeline, or budget to program managers and stakeholders.

  • On a systematic and regular manner, anticipates, identifies and escalates problems that may affect all or part of the project, and proposes/implements corrective actions.

  • Ensures the necessary communication and training to the "client" for the proper use of the facilities, equipment and services.

  • Ensures the commissioning and handover of infrastructure and equipment to the relevant parties

  • Ensures proper and timely reporting using the appropriate tools (PAM, etc.).

  • Acts as a Subject Matter Expert Contributor, in close collaboration with the Subject Matter Expert, ensuring the upload from relevant resources from her/his practice in the platforms.

  • Lead and support team performance, development, and coordination through effective supervision, coaching, feedback, and people management activities.

  • Requirements and experience

Minimum Qualifications:

  • University degree in civil, structural, electrical, mechanical, water engineering or similar.

  • Project Management degree is a plus.

  • Certification or formal training in project management, construction/site safety, WASH, contract management, AutoCAD/GIS or renewable-energy systems would be an asset

  • Minimum 5 years of relevant professional experience in managing infrastructure, water, sanitation, constructions or rehabilitation projects

  • Proven experience in project design, planning and management (assessment, preparation of technical documents, BoQs, contractor management, site supervision, quality control, budgeting, reporting)

  • Extensive knowledge of engineering standards (Water supply, Steam supply, Drainage and Sewage systems, Electrical systems, HVAC, etc.)

  • Experience in humanitarian, conflict-affected or resource-constrained settings is an asset

  • Excellent command (spoken and written) of local language(s).

  • Excellent command (spoken and written) of English.

  • Very good computer skills including AutoCAD, MS project, spreadsheets, etc.

  • Very good strategic and analytical thinking & communication skills.

  • Very good negotiation and interpersonal skills.

  • Team Leadership, team development and capacity building and engineering site management
