About the Program

A stable, prosperous, peaceful, and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.

The Australia PNG Subnational Program (APSP) comprises of an enabling facility mechanism and four separately designed programme components including the Bougainville Partnership, the Kokoda Initiative Partnership, the Western Province Partnership, and the Subnational Governance Implementation Plan. Each program component has its own outcomes, theory of change, operational approach, and separate monitoring and evaluation systems.

The Bougainville Partnership is a partnership between the Government of PNG, the Autonomous Region of Bougainville and the governments of Australia and New Zealand to support Bougainville in achieving its long-term development aspirations.

The Kokoda Initiative Partnership is a partnership between PNG and Australia to promote sustainable inclusive development in the Kokoda Track region and to protect its unique environmental, cultural and military heritage.

The Western Province Partnership is a partnership with the Government of PNG to strengthen governance, community resilience and promote sustainable economic development.

APSP also supports the Subnational Governance Implementation Plan to strengthen subnational governance in agreed priority provinces including Morobe, Western Highlands, East Sepik and West Sepik.

About the Opportunity

Location: Port Moresby with travel to the provinces

The Videographer will lead the planning, capture, editing and delivery of high-quality visual content for APSP-wide communications and public diplomacy activities. The role will provide in-house capability to plan, film, edit and deliver timely video and photography products that help APSP tell clear, engaging and locally grounded stories about program activities, stakeholder engagement and community impact across APSP’s component programs.

Key Responsibilities

• Planning, filming and editing professional-quality video content for APSP communications, including social media reels, short documentaries, interviews, event coverage, stakeholder visits, campaign content and other public diplomacy products.

• Work closely with the APSP Communications Manager, APSP communications team and program teams to identify strong story opportunities and develop filming plans that support APSP priorities, key messages and communications pipelines.

• Capture professional-quality photographic content at APSP activities, events, project sites and community locations in Port Moresby and other provinces as required.

• Ensure all visual content is consistent with PNG–Australia Partnership branding, style and clearance requirements.

• Maintain a well-organised library of video footage, photographs, audio files, project files and final products for future use in communications, reporting and public diplomacy activities.

• Apply gender, disability, social inclusion, safeguarding, informed consent and ethical storytelling principles in all content capture and production activities.

• Provide technical advice to communications and program staff on visual storytelling, filming approaches, photography, audio quality and content suitability for different channels.

• Undertake other reasonable duties as directed by the APSP Communications Manager.

Qualifications

• Relevant qualifications in communications, journalism, film, media production, marketing or a related discipline will be highly regarded.

• Skills and Experience

• Minimum five years’ professional experience in filming, editing and producing video content, preferably for communications, media, development or social impact contexts.

• Strong technical skills in camera operation, lighting, audio capture, interviewing, editing, colour correction and exporting content for different platforms.

• Proficiency in professional video editing software, including Adobe Premiere Pro. Experience with Adobe Creative Suite or equivalent tools will be highly regarded.

• Demonstrated ability to produce engaging short-form video content for social media, including reels and other digital-first formats.

• Strong storytelling skills, with the ability to translate technical program information into clear, accessible and people-centred visual content.

• Experience filming in community settings and working respectfully with government partners, local leaders, community members and diverse stakeholders.

• Good understanding of branding, visibility, consent, safeguarding and ethical content capture requirements.

• Knowledge or understanding of gender, disability and social inclusion principles and the ability to apply inclusive approaches to visual storytelling.

• Strong organisational skills, including the ability to manage multiple assignments, meet deadlines and maintain orderly digital files and production records.

• Ability to travel within Papua New Guinea, including to provinces and remote locations, as required.
