About the Role The Vice President, Technology Risk & Controls will help shape the future of technology risk management, control effectiveness, and resilience at BlackRock. This role operates within the Enterprise Technology Risk & Controls team to govern, measure, monitor, and reduce technology risk across a complex technology environment.

What You'll Do

• Develop and mature technology risk and control frameworks aligned to enterprise technology risk priorities.
• Define control objectives that articulate intended risk outcomes and ensure traceability across risks, controls, standards, metrics, issues, and remediation activities.
• Drive policies, standards and implementation requirements; partner with stakeholders to improve clarity and usability of control requirements; ensure alignment between policy intent and operational execution.
• Design outcome-based control effectiveness measures and develop KRIs/KPIs and forward-looking risk signals to provide visibility into technology risk exposure and resilience.
• Identify systemic technology risk themes, translate risk findings into action plans with owners and milestones, and track remediation progress to achieve measurable risk reduction.
• Collaborate with Engineering, Information Security, Operational Risk, Internal Audit, and senior technology leaders to support adoption, governance, and accountability across technology organizations.
• Translate technical data into executive-level insights to inform risk governance, prioritization, and decision-making.

What We're Looking For

• Strong experience in technology risk management, technology controls, cybersecurity, operational risk, engineering risk management, or related disciplines.
• Deep understanding of technology control frameworks and industry standards such as NIST, COBIT, ITIL, ISO 27001, CSA CCM, or equivalent.
• Experience developing policies, standards, control objectives, metrics, risk indicators, or technology risk frameworks.
• Experience designing control effectiveness measures or performance measurement capabilities.
• Strong program management, stakeholder management, and change leadership capabilities.
• Excellent written and verbal communication skills, with the ability to translate complex technology risks into clear executive-level narratives.
• Proven ability to influence Engineering, Information Security, Risk, Audit, and business stakeholders to drive complex initiatives.
• The ideal candidate combines deep technology risk expertise with the ability to influence large organizations and drive transformational change across strategic and operational levels.
