About the Role Interested and qualified practitioners are invited to apply for membership of the Valuation Appeal Board for Beaufort West Municipality in terms of section 58 of the Local Government: Municipal Property Rates Act, 2004 (Act 6 of 2004). The Board comprises a Chairperson with legal qualifications and experience in the administration of justice, and a minimum of two and a maximum of four other members with knowledge or experience in property valuation. Members may be appointed for a four-year term and can be re-appointed. Alternate members may be appointed to act when a member is absent or when a vacancy is pending. Appointments follow due process by the Provincial Minister, with representivity (including gender representivity) taken into account. What You'll Do
- Hear and decide appeals against the decisions of a municipal valuer concerning objections to matters reflected in, or omitted from, the Beaufort West Municipality valuation roll for the areas Beaufort West, Nelspoort, Murraysburg, Merweville, Murraysburg RD, and Beaufort West RD.
- Review decisions of a municipal valuer submitted under section 52 of the MPRA; and
- Perform all other functions provided for in the MPRA related to the Valuation Appeal Board. What We're Looking For
- A Chairperson with legal qualifications and sufficient experience in the administration of justice (e.g. judge, magistrate, judicial officer, chairperson of a statutory tribunal or similar).
- A minimum of two and a maximum of four other members with sufficient knowledge of or experience in property valuation; at least one member (other than the chairperson) must be a Professional Valuer registered under the Property Valuers Profession Act, 2000 (Act 47 of 2000); or if a Professional Valuer cannot be appointed, at least one member (other than the chairperson) must be a Professional Associated Valuer, without restrictions and with at least ten years’ experience (registered in terms of the same act).
- Appointments by the Provincial Minister of Local Government, Environmental Affairs and Development Planning in terms of section 58(2) MPRA, with due regard to representivity including gender representivity.
- Alternate members may be appointed under section 64 MPRA; an alternate for the chair must have legal qualifications and justice administration experience.
- Members are to be drawn as far as possible from within Beaufort West jurisdiction or neighboring municipalities; term of office is four years, with eligibility for re-appointment.
- Dis qualifications include: unrehabilitated insolvent; curatorship; unsound mind; post-1994 conviction with imprisonment of 12 months or more (disqualification ends five years after completion); disqualification from practicing as a valuer or lawyer; or arrears to a municipality for rates or service charges longer than three months. - Remuneration is determined annually in accordance with tariffs for non-official members of commissions of inquiry under regulation 20.2.2 of the National Treasury Regulations.
- As of 1 April 2026, maximum remuneration for a Chairperson is R5 607.00 per day or R701.00 per hour; for a member other than the Chairperson, R4 169.00 per day or R521.00 per hour.
- Travel Allowance will be determined with reference to applicable national tariffs by the Department of Transport.
