Job Description

Trade Compliance Manager Our successful manufacturing client is seeking a Trade Compliance Manager! This hands-on, direct-hire leadership role will oversee and improve the company’s International Traffic in Arms Regulations (ITAR) compliance program at their Rochester, NH facility. The company is open to this being a remote opportunity as well as offering a relocation package for the right candidate.

Responsibilities of the Trade Compliance Manager

• Conduct a comprehensive ITAR gap assessment across all business units, products, technical data flows, and third-party relationships
• Develop a detailed, prioritized remediation plan with milestones, owners, and deadlines; implement most remediation tasks personally, and assign tasks to appropriate stakeholders
• Stand up the full ITAR compliance program: technology controls, visitor/access procedures, classification processes, license management, and recordkeeping systems
• Establish and maintain a Technology Control Plan (TCP) and associated documentation
• Manage regulatory audits and voluntary disclosures
• Serve as subject matter expert on ITAR, EAR, and related export control regulations
• Design, deliver, and continuously refine ITAR training programs tailored to various roles (engineers, program managers, sales, HR, executives)
• Build a compliance-first culture by engaging employees as partners in the program, not just policy recipients

Qualifications of the Trade Compliance Manager

• Bachelor's degree in Engineering, Business, Law, International Affairs, or a related field required; J.D. or advanced degree in a relevant field preferred
• 5+ years of direct, hands-on ITAR and/or EAR compliance experience in a defense, aerospace, or advanced technology environment
• Deep knowledge of the U.S. Munitions List (USML), Commerce Control List (CCL), deemed export rules, and license determination processes
• Demonstrated experience building or significantly overhauling a compliance program
• Proven ability to manage projects, coordinate cross-functional teams, and hold colleagues accountable to deadlines
• Experience managing or directly supporting government audits and regulatory interactions
• Exceptional written and verbal communication skills; ability to translate complex regulations into practical guidance
• U.S. Person status (U.S. citizen, lawful permanent resident, or protected individual as defined under 8 U.S.C. § 1324b(a)(3)) required
