Technical Program Manager 2 - Atlassian Implementation

LMI
Tysons, VA, US
Full-time

About this role

Overview

LMI is seeking a Technical Program Manager (TPM) to lead integrated delivery for a Department of Veterans Affairs (VA) engagement focused on modernizing work management and program execution through Atlassian Jira, maturing Agile ways of working, establishing a Program Value Office (PVO), and strengthening stakeholder engagement and adoption.

The TPM will be LMI’s primary day-to-day delivery leader, accountable for coordinating multiple interconnected workstreams, managing the integrated program baseline, and ensuring that teams deliver quality outcomes aligned to VA priorities and contractual commitments. This is an execution and technical-delivery leadership role, not an expectation that one person will personally conduct Agile coaching, configure Jira, or build every PVO artifact.

The successful candidate will exercise independent judgment across multiple lines of effort, translate stakeholder needs into actionable plans, lead technical and functional delivery teams, and proactively manage schedule, financial health, delivery risks, dependencies, subcontractors, and opportunities to improve customer outcomes. The position works with LMI account and market leadership on client relationships, staffing, and responsible organic growth.

LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.

Responsibilities

  • Serve as the primary LMI delivery lead and day-to-day client coordination point for a complex, multi-workstream VA Atlassian implementation and transformation engagement.

  • Develop and maintain integrated delivery plans, milestones, dependencies, resource forecasts, deliverable schedules, decision logs, and governance cadences across the Agile, Jira, PVO, and adoption workstreams.

  • Oversee Jira migration, configuration, workflow and reporting standardization, and operating governance through designated technical leads; ensure solutions reflect VA requirements, security constraints, and sustainable support needs.

  • Coordinate Agile assessments, practical improvement roadmaps, coaching, training, and rollout activities through qualified practitioners, measuring the adoption and effectiveness of improved practices.

  • Oversee establishment of the Program Value Office, including management reporting, performance measures, decision-support dashboards, and repeatable processes that promote transparency and accountability.

  • Integrate stakeholder communications, change management, training, and adoption activities with technical release and deployment plans.

  • Own program-level scope, schedule, risk, issue, dependency, change-control, and quality management; escalate decisions early and implement corrective actions to protect delivery outcomes.

  • Manage project financial health, staffing plans, labor utilization, forecast-to-complete, and delivery performance in partnership with LMI program/account leadership.

  • Coordinate two or more development or technical delivery teams as applicable, along with Agile coaches, Atlassian specialists, analysts, change practitioners, and subcontractor personnel.

  • Establish delivery-quality checkpoints, acceptance criteria, management reviews, and appropriate adherence to LMI technical delivery practices, including OP2.6 where applicable to software development.

  • Lead client status meetings, executive readouts, and governance forums; communicate progress, decisions, tradeoffs, delivery metrics, and recommended actions with clarity.

  • Manage supplier and subcontractor performance, work assignments, handoffs, and dependencies to meet contract obligations and delivery standards.

  • Build trusted relationships with VA stakeholders; understand evolving mission needs and coordinate with LMI market leadership to identify improvements and responsible follow-on opportunities.

  • Coach and develop project staff, provide performance feedback, and create opportunities for cross-functional collaboration and growth.

Qualifications

  • Bachelor’s degree in business, information technology, public administration, management, or a related discipline; equivalent professional experience may be considered.

  • 8+ years of progressively responsible experience in technical program management, program delivery, or related project leadership roles.

  • Demonstrated accountability for complex, integrated delivery across multiple workstreams and technical teams in a federal or comparably regulated enterprise environment.

  • Experience developing and managing integrated schedules, budgets or financial forecasts, staffing, risks, dependencies, changes, quality controls, and contractual deliverables.

  • Experience directing cross-functional teams and coordinating technical specialists, delivery leads, client stakeholders, and subcontractors without personally executing every specialty task.

  • Hands-on working knowledge of Jira and its use for Agile team execution, workflows, governance, reporting, and cross-team visibility; familiarity with Atlassian implementation or migration considerations.

  • Experience leading or overseeing Agile transformation, delivery improvement, organizational change, and program governance; familiarity with Scrum, Kanban, SAFe, or Lean.

  • Experience with PMO/PVO operations, performance indicators, delivery dashboards, executive communications, or equivalent program-level decision support.

  • Strong executive communication, facilitation, conflict resolution, prioritization, and client-relationship skills; proficiency in Microsoft PowerPoint, Excel, and Word.

  • PMP or comparable project/program management credential and an Agile certification such as PMI-ACP, CSM, PSM, or SAFe.

  • Ability to obatin a Public Trust Clearance.

  • Desired Qualifications:

  • Master’s degree in a relevant field and experience supporting the Department of Veterans Affairs or another federal civilian agency.

  • Experience delivering Atlassian Jira migration, standardization, workflow governance, integrations, or enterprise-scale adoption programs.

  • Experience establishing or maturing a Program Value Office, PMO, or comparable enterprise performance and governance function.

  • Experience with Agile flow metrics, delivery predictability, dashboards, and outcome-oriented executive reporting.

  • SAFe Program Consultant (SPC) certification or experience coordinating enterprise-scale Agile transformation.

  • Experience managing distributed technical delivery teams, federal subcontractors, and organizational adoption efforts.

  • Target salary range: $145,000-$190,000

  • The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.
