About the Project
Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, enhance and expand ticketing and access control systems across London’s transport network through to 2034, with extension options to 2039.
This programme covers the maintenance, operation and evolution of a large-scale, complex ecosystem, including turnstiles, validators, ticket machines, sales terminals, back-office systems, payment gateways, IT infrastructure and cybersecurity that supports over 8.6 million daily journeys.
Therefore, Indra will become TfL’s strategic technology partner to guarantee the operation and evolution of the world’s largest and most sophisticated ticketing system. Following a transition period of approximately two years, Indra will serve as the sole provider across the network that includes more than 8,500 buses, nearly 400 Underground stations, around 300 rail stations (Overground, DLR, Elizabeth Line and suburban services), 4,000 Oyster Card outlets, seven customer service centres, and 24 river boat boarding points.
Drawing on over 30 years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system. The project also envisages, in partnership with TfL, the implementation of new technologies to develop the system, make it more efficient and automate key processes; in short, to jointly create the next generation of the ticketing system for London.
Role overview
We are looking for an experienced Technical Delivery Manager to take end-to-end ownership of complex technology changes supporting Transport for London’s revenue collection systems, including Oyster and Contactless.
This role combines technical understanding with strong delivery leadership, ensuring that solutions move successfully from technical definition and design through engineering, integration, testing, implementation and operational handover.
Working across architecture, engineering, testing, suppliers and operational teams, the Technical Delivery Manager will coordinate technical activities, manage dependencies and risks, resolve delivery blockers and ensure that technical changes remain aligned, controlled and deliverable throughout their lifecycle.
This role provides the technical integration leadership needed to connect these disciplines into a single, coordinated project, ensuring successful delivery and a smooth transition into operations.
Key duties include:
Working closely with Project Managers, Architects, Delivery Managers, Engineering Teams, Service Management, and external suppliers, you will:
- Own and coordinate the end-to-end technical delivery of assigned projects, workstreams and technical changes, from initiation and design through build, integration, testing, deployment and transition into service.
- Develop and maintain the technical delivery plan, identifying key activities, milestones, dependencies, technical deliverables and delivery risks.
- Translate solution designs and technical requirements into clear, executable delivery activities across engineering and operational teams.
- Coordinate technical activities across architecture, engineering, infrastructure, applications, integration, testing, security and service management, ensuring that teams remain aligned to the agreed solution and delivery plan.
- Manage technical dependencies and interfaces between workstreams, systems, suppliers and delivery teams, escalating cross-programme dependencies where appropriate.
- Work closely with architects and technical specialists to ensure solutions are sufficiently mature and understood before progressing through delivery.
- Drive resolution of technical delivery issues, risks and blockers, bringing together the appropriate technical specialists and stakeholders to agree pragmatic solutions.
- Ensure technical deliverables are produced to the required quality and are reviewed and approved through the appropriate technical and change governance.
- Coordinate technical readiness for key delivery milestones, including build, integration, testing, deployment and operational handover.
- Ensure technical changes are delivered in accordance with contractual requirements, agreed technical standards and governance processes.
- Support submissions and technical evidence required for relevant governance forums, including the Technical Authority and Change Advisory Board (CAB).
- Ensure appropriate technical documentation, configuration information, engineering artefacts and knowledge are produced and maintained throughout delivery.
- Work with Service Management and operational teams to ensure appropriate operational readiness, supportability and handover into live service.
- Coordinate third-party and supplier technical activities, ensuring that their deliverables and dependencies are aligned with the overall technical delivery plan.
- Provide clear reporting on technical delivery status, risks, dependencies, decisions and upcoming milestones to programme and technical leadership.
- Contribute to the continuous improvement of technical delivery practices, governance and engineering processes.
