The UNICEF Congo Country Office implements the Country Programme Document (CPD) in support of the Government's efforts to advance children's rights and improve equitable access to essential social services. The programme focuses on health, nutrition, education, child protection and social policy, while supporting preparedness and response to public health emergencies, including cholera, measles, Mpox outbreaks and the risk of Ebola transmission.
In support of these priorities, an effective and resilient supply chain is essential to ensure the availability of critical supplies, equipment and services across the country, particularly in challenging operational environments and during emergencies. The Supply and Logistics function contributes to programme delivery and operational efficiency by enabling timely procurement, distribution and emergency preparedness, thereby supporting UNICEF's ability to achieve results for children.
How can you make a difference?
You, as the Supply and Logistics Officer reports to the Deputy Representative Operations. You will play the role of country office head of the supply function, providing compliance with supply procedures and guidelines, technical and operational support to the programme, capacity building for supply staff, and is responsible for managing all aspects of supply chain management of the country office.
Supply chain operations management includes planning, procurement, contracting, customs clearance, warehousing, in-country transport and distribution, and monitoring of supplies, services, construction works, and last-mile delivery.
The incumbent supports collaboration with Programme and Operations sections in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management.

Minimum requirements:
- Education: A university degree is required in Supply Chain, Business Administration, Management, Economics, Contract/Commercial Law, International Development, Health or related social science field.
- Work
Experience
- A minimum of two (2) years of relevant experience, at the national and international levels in public sector procurement, supply chain management, system strengthening functions, including setting-up of logistics, and/or other directly related technical fields are required. Understanding of development and humanitarian work.
- Skills:
- Strong understanding of supply chain processes, from programme needs assessment, through planning, procurement and contracting, logistics and delivery, monitoring, and evaluation.
- Strong knowledge of latest developments and technology in supply chain management.
- Strong communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
- Strong knowledge of Supply Chain Strengthening system and experience in managing similar projects with other organizations on Supply Chain Strengthening.
- Skills in the identification of new opportunities or requirements to meet challenges and propose changes.
- Ability to identify and analyze systemic issues, formulate opinions, and make conclusions and recommendations to resolve same.
- Ability to clearly and concisely express ideas and concepts in written and oral form including formulation of strategies and policies.
- Ability to work strategically to realize organizational goals, develop strategies, set clear visions.
- Ability to resolve difficult, complex, and sensitive situations is often under pressure.
- Ability to initiate and manage change in a diverse environment.
- Ability to manage and monitor the effective use of financial and material resources.
- Ability to supervise and direct a team of professional and support staff.
- Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization.

Requirements
- Fluency in French is required.
Desirables:

Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language.

Emergency experience is an advantage.

Health supply chain management experiences are an advantage.

Developing-country experience is an asset.

Knowledge and understanding of UNICEF programmes, public and UNICEF procurement principles, financial and legal aspects of supply chain issues, ethics, and risk management of supply chain operations is a strong advantage.

Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
