Sub-Regional Cost Lead

The Sub-Regional Cost Lead collaborates with the DCD Project Manager to commercially manage all data center construction projects in the region. This includes on-site commercial management to ensure Microsoft is financially and contractually protected, contributing to a fast-growing, globally impactful environment and supporting an inclusive culture aligned with Microsoft values.

Responsibilities

• Work alongside the DCD Project Manager to commercially manage all projects in the region.
• Provide on-site commercial management to protect Microsoft financially and contractually.
• Manage all commercial issues across current, future, and past projects and report to Project Controls & DCD head office in Redmond on a regular basis.
• Commercial management of the general contractor (GC) from liaison with procurement on RFP documents through final payments and final accounts and paperwork, including:
• Detailed estimation of the project based on local design documents.
• Agreement of estimates with the GC during design development and finalization of the GMP.
• Pay application assessment and approval for the GC, equipment vendors, and project support consultants.
• Estimation and commercial agreement of all change orders.
• Drafting commercial details of all funding requests.
• Review and agreement of all GC procurement of subcontract packages, including LOAs.
• Commercial review of all disputes that may arise.
• Commercial management of all other program vendors (AE, Cx, Inspections, PMQS, QRA), including:
• Presenting proposals to head office for purchase order approval.
• Approving invoices for all project vendors.
• Final account agreement and closeout for all vendor accounts.
• Managing the QS firm contracted to provide regional commercial support and assisting in its procurement.
• Managing project resources to ensure appropriate numbers and quality.
• Regular management business updates (MBUs) with cost management firms.
• Cost reporting with PMQS, GC, and project controls to provide monthly cost reports for Redmond.
• Provide the PER funding team with all necessary commercial support to determine funding timing and back up funding requests with commercial information, including multiple option cost scenarios.
• Design Team commercial support from project kick-off through final design, covering business cases, value engineering studies, and change control as design evolves from POR to final design.
• Site selection support: collaborate with the regional site selection team to provide constructability reports and site-specific estimates, and provide funding and PO support as needed.
• Commercial process control: review regional commercial processes and develop a regional commercial playbook; once agreed, ensure consistent implementation.

Requirements

• Bachelor’s Degree in Construction Project Management, Architecture, Engineering, or a related field, plus 12+ years of related experience, or equivalent experience. Preference noted for 15+ years of related experience and data center project experience, plus 10+ years of project management and 10+ years of people management experience.
• Chartered Quantity Surveyor (RICS or equivalent) is preferred.
• Working knowledge of international construction contracts, especially in the Americas, and deep knowledge of the commercial management role in procuring GC contracts and other construction vendors.
• Ability to meet Microsoft, customer, and/or government security screening requirements, including the Microsoft Cloud background check, required at hire/transfer and every two years thereafter.
