Job title: Specialist, Subcontracts
About the Role L3Harris seeks a Subcontracts Specialist to procure and manage subcontracts, overseeing cost, schedule, and performance. The role includes developing sourcing strategies, assessing supplier risk, and drafting subcontract specifications, work statements, and terms and conditions for materials, equipment, and services. The position also involves preparing bid packages, conducting bidder conferences, evaluating proposals, negotiating terms, selecting subcontractors, writing awards, and administering subcontracts.
What You'll Do
- Manage procurement of subcontracts with responsibility for cost, schedule and performance parameters.
- Implement sourcing strategies, assess supplier risk (including financial), and develop mitigation plans.
- Develop subcontract specifications, work statements, and terms and conditions for specialized materials, equipment, or services.
- Prepare bid packages, conduct bidders' conferences, analyze/evaluate proposals, negotiate provisions, select or recommend subcontractors, write awards, and administer subcontracts.
- Negotiate and coordinate additions, deletions, or modifications to subcontracts.
- Collaborate with contracts administration and purchasing to develop subcontract policies and procedures.
- Select methods, techniques, and evaluation criteria to meet goals.
- May sign supplier agreements and purchase orders within established authority.
- Travel approximately 10% as needed.
What We're Looking For
- Bachelor's Degree and minimum 4 years of relevant experience; Graduate Degree with at least 2 years of related experience; in lieu of a degree, minimum 8 years of related experience.
- Experience with government proposals and BOEs; knowledge of contract types (FFP, Cost Reimbursement, T&M, CPFF, CPIF).
- Experience with negotiations, subcontractor management, and program risk management.
- Understanding of technical SOWs and subcontractor specifications.
- Ability to negotiate legal documents (NDA, Terms and Conditions).
- Responsible for award and management of subcontracts.
- Ability to obtain a US Security Clearance; security clearances may require US citizenship.
- Ability to travel up to 10%; strong communication, attention to detail, customer focus, interpersonal skills, and adaptability.
Nice to Have
- Experience as a Cost Account Manager for Subcontracts managing budgets and sales forecasting, EVMS.
- Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
- Demonstrated high attention to detail and accuracy.
