About the Role
Cape Fox Facilities Services is seeking an experienced Site Security Manager to lead construction security and accreditation efforts for SCIF/SAPF-compliant facilities. The role entails designing, implementing, and inspecting security controls per DoD 5105.21 and ICD 705, and coordinating with AO/SSO and COR throughout the project lifecycle.
What You'll Do
- Draft Construction Security Plans in accordance with DOD 5105.21 and ICD 705
- Outline threats and risk mitigation strategies
- Implement construction security plans as directed by COR
- Participate in in-progress reviews, working groups, and design meetings
- Perform design reviews of project plans for security compliance and SCIF/SAPF accreditation requirements
- Conduct initial and subsequent risk assessments
- Work with AO/SSO and project GC on security requirements for each project
- Ensure ICD 705 requirements are implemented and advise of variances
- Conduct periodic inspections to ensure CSP compliance and document violations; notify AO/SSO within 3 business days
- Ensure access control procedures are implemented
- Maintain a list of all workers, companies, and vendors for SCIF accreditation files
- Maintain CST and CAG documentation for the duration of the project, including final accreditation package
- Coordinate SSM staff on-site resources to ensure security and surveillance at all times
- Develop SOPs for performance of duties in accordance with CSP, AO/SSO direction, and ICD 705
- Create, develop, and apply inspection methods to finished and unfinished construction work, materials, tools, equipment, personnel, and items
- Apply knowledge of DOD, ICD, and policies to execute SCIF construction security strategies
- Initiate and update FFC and TEMPEST checklists for submission
- Oversee STC and IEEE-299 testing in support of approved CSPs
What We're Looking For
- Active TS/SCI security clearance
- Minimum six years of security experience related to SCIF construction, intelligence operations, counter-intelligence, counter-surveillance, technical surveillance counter-measures, physical security, or related fields
- Minimum three years direct ICD-705 construction project experience or working as a physical security SSO/SSM
- Direct SSM experience at the project location as CST or SSM
- Knowledge of the 16 standard divisions of construction and related listening devices used by foreign intelligence services
- Valid 32-hour SSM training certificate and a valid 40-hour CST training certificate
- Knowledge of IC and DoD classification guidelines and procedures
- Bachelor’s degree in security or intelligence or equivalent with at least 10 years of physical security experience
- Strong ability to draft and implement security plans, CSPs, and accreditation documentation
