Job title: Site Security Manager
About the Role The Site Security Manager (SSM) develops and implements the Construction Security Plan (CSP) for the project in accordance with DoD 5105.21 v3 and ICD/ICS-705, and coordinates with the COR, AO/SSO, and GC to ensure SCIF/SAPF accreditation. The SSM will oversee CSP implementation for the 35% design mark and provide security expertise during meetings and design reviews to ensure compliance and accreditation for all security-related aspects. The role is dedicated to this project and requires active engagement across planning, design reviews, inspections, and documentation.
What You'll Do
- Draft and implement the CSP for each Task Order (TO) per DoD 5105.21 v3 and ICD/ICS-705 for DIA/SEC approval.
- Implement CSP when approved by DIA/SEC or local government security officer; ensure CSP readiness by 35% construction design mark.
- Participate in meetings, in-progress reviews, integrated concept sessions, product teams, working groups, design meetings, and conferences with security input.
- Remain dedicated to the project and avoid other positions unless authorized as Part Time SSM by the COR/AO.
- Conduct design reviews of project plans from a security perspective to verify SCIF/SAPF accreditation requirements are identified and integrated.
- Collaborate with the AO/SSO and GC on security requirements and ensure compliance with ICD/ICS-705 (current version).
- Perform periodic security inspections to verify CSP compliance and accuracy of SCIF accreditation documents.
- Prepare and submit required SCIF, T-SCIF, Compartmented Area, SWA construction and accreditation documentation (Pre-construction checklist, FFC, TEMPEST Checklist, TEMPEST attachments, Modification Security Plan, and others).
- Document security violations or deviations from the TO CSP and notify the AO/SSO within 1 business day.
- Ensure that the approved CSP for each project is implemented according to DIA/SSO guidance and approvals.
- Apply broad DoD/IC knowledge to develop innovative SCIF construction security strategies to achieve project goals.
- Initiate and update the FFC and TEMPEST Checklist for each new project or modification, compiling required documentation for submission to the AO/SSO.
- Travel up to 0-10% as required.
What We're Looking For
- Active TS/SCI clearance with CI Polygraph.
- Minimum 6 years of security experience specifically related to SCIF construction, Intelligence Operations, Counter-Intelligence, Counter-Surveillance, TSCM, Physical Security, or related fields.
- Minimum 3 years direct experience on ICD-705 construction projects or as a Physical Security SSO.
- Direct SSM Level I experience meaning CST or SSM at the project location.
- Knowledge of and ability to apply 16 standard division of construction and technical listening devices used by foreign intelligence services.
- Valid 32-hour SSM Training Course certificate.
- Valid 40-hour CST Training Course certificate.
- Knowledge of IC/DoD classification guidelines and ICD/ICS-705 with experience on at least one ICD-705 project.
- Bachelor's degree in security or intelligence or equivalent work experience with at least 10 years of physical security officer experience.
Nice to Have
- Experience coordinating with multiple stakeholders in defense/security construction projects.
- Familiarity with TEMPEST and SCIF accreditation processes beyond basic requirements.

- Salary: USD 90,000 - 120,000 per year.
