SHIFT Tank Farm Operator
The SHIFT Terminal Operator Admin supports in the day-to-day operations of the import facility by performing field execution of activities required to operate the import facility, ensuring they are carried out safely, efficiently and in compliance with Shell standards and applicable local legislation.
Accountabilities
- Responsible for safe, compliant, efficient terminal operations
o Support the Tank Farm Operations Team Leads with product handling activities and the movement of product from and into tanks (e.g. field pre-transfer, ongoing transfer, post-transfer activities, taking of samples at specific intervals during transfers, manual gauging activities where required, etc.)
o Pursue trainings and certifications required to perform product handling activities in accordance with T&S competence standards
o Perform truck receipt activities according to Product Handling Vehicle requirements of the Terminal Operations Manual
o Provide field support in the fuel marking activity
o Execute PQ field testing activities where required
o Conduct routine/regular terminal operator rounds, tracking defects and ensuring timely closeout of deficiencies detected. Requests work orders for any corrective works needed.
o Responsible for verification of import facility assets and working with I&M Coordinators to transition these properly into the T&S Asset Management System
o Support in inspection and maintenance activities in accordance with T&S AMS standards
o Support in monitoring performance of assets/equipment
o Perform basic maintenance and repair of equipment
o Perform troubleshooting on malfunction of import facility systems
o Perform plant lab analysis of utilities streams
o Stock balancing and reporting - takes tank inventories, prepares and submits tank inventory reports
o Ensure all work is done safely. Implement HEMP barriers for all activities performed.
o Where required, act as Permit Issuer supporting in the execution of the Permit to Work for the import facility and oversee contract workers
o Perform other tasks as directed by Tank Farm Operations Manager
o Be actively involved in the implementation of operational standards on-site
o In the event of an emergency in the area, perform Emergency Response role as defined in the Emergency Response Plan (ERP). Participate in emergency response preparedness activities
(drills, trainings, etc.).
o Actively participate in planning of own work and contribute in the development of team priorities. Take personal accountability for delivery of outcomes and understand own impact to
bottom line.
o Model and promote generative HSSE culture behaviors. Drive Shell’s commitment of no harm to people and protect the environment.
o Understand safety and compliance risks in own activities and commit to acting safely and ethically
- Drive operational excellence in the import facility
o Adopt a continuous improvement mindset. Identify and drive improvement opportunities in day-to-day activities to reduce waste and increase overall performance.
o Actively participate in the delivery of programs and initiatives in the import facility that enables high profitability, strong customer service, and robust supply reliability of the import facility while ensuring safety and compliance standards are maintained
o Actively work to ensure efficient operations in own work, understand and proactively deliver on customer commitments, and understand and quickly respond and implement contingencies to manage market changes and/or supply chain disruptions
o Execute activities to ensure efficient tank movements planning/scheduling program
o Participate in efficiency programs to drive operational excellence in the import facility.

The import facility will operate 24/7

1 FTE will be available for this role working on a shifting schedule

Annual import volume is ~3.2 billion liters or 166 import vessels

Average number of domestic vessels for delivery to other terminals or direct delivered vessel customers will number 1-2 vessels per day or 550-650 vessels per annum

Annual gantry throughput is ~2B liters

Approximate number of tanks managed is ~40 tanks
Requirements
- The successful candidates will be ensuring safety and compliance in operations is maintained. will need to possess the following skills/behaviors:

Familiarity with Tabangao asset configuration and operations is preferred
-
Prior experience in asset management is preferred
-
Sound understanding of the key levers for safe, compliant and efficient storage and handling operations is an advantage
-
Knowledge of tank operations, pipeline transfers, truck receipt and loading operations including PQ requirements, special handling requirements for products such as Jet A1, tank gains/loss, utilities management is an advantage
-
Certain activities will be done through contractors - strong ability to influence without direct authority and deliver through others is required of this role

- The successful candidate will be on call 24/7 as part of emergency response.

- The successful candidates for these roles must be willing to be assigned to other terminals in the country. Trading & Supply Terminals are located all over the Philippines and the successful candidates may be assigned in other T&S locations to accelerate the integration of the Tabangao Import Facility into Trading and Supply.
