Senior Project Controls Manager Data Center Construction

Robert Half
Syracuse, NY

About this role

Robert Half

Chris Preble from Robert Half is working with a data center client of his that is massively growing. This 250MW project is providing for a newly created Sr Project Controls Manager to join the team. The role will involve travel to Texas and other locations in the future. You'll be on site a few days a week and remote other times...depending on what's going on.

Must have - Controls ownership on at least one campus or program of roughly 100 MW or greater.

Here are the details:

We are hiring a Senior Project Controls Manager to own the master schedule and project cost for our hyperscale data center developments, from pre-construction through commissioning and turnover. You will report to our Senior Project Manager and work closely with our SVP of Operations as the owner's controls lead on each project.

This is not a reporting role. You will build the Primavera P6 master schedule, own the budget and forecast, and tell leadership what the numbers mean: where the project stands, where it is heading and what we need to do about it. You will hold the General Contractor, Owner's Engineer and trade partners to their schedule and cost commitments.

Key Responsibilities

  • Master Schedule Ownership

  • Develop and own the integrated master schedule (IMS) in Primavera P6, covering design, permitting, utility power, procurement, construction, commissioning and turnover.

  • Set the schedule baseline, work breakdown structure (WBS) and milestone framework for each project.

  • Review, challenge and approve GC and trade schedules; integrate them into the owner's master schedule.

  • Run critical path, float and schedule risk analysis; flag slippage early and drive recovery plans with the Senior PM.

  • Track long-lead equipment (generators, switchgear, transformers, UPS, chillers, CDUs) from order to delivery against need dates.

  • Evaluate time impact analyses and delay claims from contractors.

  • Cost Ownership

  • Own the project budget from approval through closeout, including commitments, actuals, forecasts and contingency.

  • Build and maintain estimate-at-completion (EAC) and cash flow forecasts.

  • Evaluate change orders, pay applications and claims for cost and schedule impact before approval.

  • Apply earned value management (EVM) to measure cost and schedule performance.

  • Support bid leveling and contract award with cost benchmarks ($/MW) from comparable projects.

  • Analysis and Reporting

  • Build the reports, dashboards and models, not just read them.

  • Turn schedule and cost data into a clear point of view: what is happening, why, and what we should do.

  • Deliver monthly project health reports to executive leadership, investors and lenders.

  • Set up project controls standards, templates and tools that scale across multiple campuses.

  • Partnership with the Senior Project Manager

  • Serve as the Senior PM's counterpart on all schedule, cost and risk decisions.

  • Lead schedule and cost reviews with the GC, Owner's Engineer and trade partners.

  • Maintain the project risk register and track mitigation actions.

Required Qualifications

  • Data center experience: 5+ years of progressive project controls experience on large-scale, mission-critical data center projects.
  • Hyperscale scale: Controls ownership on at least one campus or program of roughly 100 MW or greater.
  • Owner-side experience: Direct experience working for an owner, developer, hyperscaler or owner's representative firm, not only on the contractor side.
  • Primavera P6 expertise: Advanced, hands-on P6 skills, including building master schedules from scratch, logic and WBS design, baselining, resource and cost loading, critical path and float analysis, and schedule recovery.
  • Cost control: Proven ownership of budgets, commitments, forecasts, EAC, cash flow and contingency on projects of $500M or more.
  • Change and claims: Experience evaluating change orders, time impact analyses and delay claims.
  • Analytical tools: Advanced Excel skills; experience with Power BI or similar dashboards, and cost platforms such as Procore, Oracle Primavera Unifier, Ecosys or similar.
  • Construction knowledge: Working understanding of data center construction sequencing and the main power and cooling systems that drive the schedule.
  • Field presence: Willingness to spend the majority of working time on active job sites in Texas and other U.S. states.
  • Education: Bachelor's degree in Construction Management, Engineering, Finance or a related field, or equivalent experience.

Preferred Qualifications

  • PMI-SP, AACE PSP, CCP or EVP certification.
  • Experience with multi-phase, multi-building greenfield campuses.
  • Schedule risk analysis tools such as Primavera Risk Analysis, Safran Risk or Deltek Acumen.
  • Familiarity with utility interconnection timelines (ERCOT or other ISOs) and their effect on the schedule.
  • Experience reporting to investors, lenders or joint-venture partners.

Who Thrives Here

  • Builders of the numbers. You create the schedule and the cost model; you don't wait for someone to hand them to you.
  • Owners, not observers. You treat every dollar and every day of schedule as your own.
  • Straight talkers. You tell leadership what the data says, even when it is bad news, and come with a plan.
  • Fast and flexible. You are comfortable with ambiguity, quick decisions and a hands-on, entrepreneurial pace.
  • Growth-minded. You want to build your career with a growing developer and take on more scope as our portfolio expands.
