About the Program
Abt PNG Management Services is a shared services platform supporting six programs based in PNG.
The six programs include:
- Australia PNG Economic Partnership (APEP)
- Australia PNG Subnational Program (APSP)
- PNG-Australia Transition to Health (PATH)
- PNG Partnerships for Improving Education (PIE)
- PNG Women’s Lead (PNGWL)
- PNG Secondary Education Program (PSEP)
The Abt PNG Management Services departments support the delivery of the above mentioned Abt Programs through corporate services functions across seven teams including Finance and Travel, People and Culture, Procurement, Grants Management, Legal and Contracts, ICT, Facilities and Logistics and Safety and Security.
About the Opportunity
The Senior Procurement Supervisor's role is responsible for the management and operational delivery of all aspects of day-to-day minor procurement across the PNG programs. The role sits in the Procurement team and reports to the Senior Grants and Procurement Manager. While it primarily focuses on managing minor procurement, it supports any other procurement activities as needed.
Key responsibilities

Manage all minor procurement activities in accordance with the Commonwealth Procurement Rules and the company’s Procurement policies and procedures.

Ensure tickets logged in the Procurement ticketing system are reviewed and assigned to the minor procurement team regularly, and managed efficiently and updated in a timely manner, to meet procurement KPIs. Provide processing support as required to ensure urgent requests and/or KPIs are met

Manage the minor procurement team including:

reviewing work to ensure accuracy and completeness,
-
resolving issues with internal program/operation counterparts

holding regular team meetings and
-
providing on-the-job training as required.

Monitor and track:
-
open purchase orders monthly, and ensure supplier invoices are billed in a timely manner for payment, using Netsuite, and
-
monthly recurring operational costs as relevant, such as internet services and office rentals

Processing times for minor procurement
-
Communicate with requestors where timing of procurements might be negatively impacted
-
Maintain positive and productive relationships with Procurement team colleagues, operations counterparts, program staff, and senior management.

Provide support to major procurement colleagues and procurements as requested.

Lead in the continuous improvement of customer service and quality services across the programs.

About You
-

Demonstrated experience in general procurement and a strong focus and understanding on achieving value for money

Strong knowledge of procurement procedure and compliance requirements and online procurement and finance tools and platforms

Excellent team management and stakeholder engagement skills

Strong analytical, organizational, coordination and documentation skills

Ability to work independently and as part of a shared services team
