About Our Opportunity
We are seeking a Senior Policy Analyst to join the Marine Renewables Division. This is a key position within the Department of Energy responsible for providing leadership on a variety of projects that support the Province’s efforts to develop offshore wind energy and tidal energy.
The Senior Policy Analyst will develop and advise on complex strategies, legislation, regulations, policies, programs, and major initiatives related to marine renewable energy. This position plays a lead role in managing partnerships and collaborating with government, First Nations, the marine renewable energy industry, research organizations and academia, and stakeholders to advance Nova Scotia’s marine renewable energy sector. This position also provides substantive support in broader areas of marine renewable energy research and development.
Primary Accountabilities
As the Senior Policy Analyst, you will be responsible for leading policy development, coordinating research and analyses, managing projects, and strategic planning related to marine renewable energy. You will use your ability to analyze and synthesize information to provide recommendations to senior-level departmental. You can expect to:
- Provide expertise and guidance on the development of Nova Scotia’s marine renewable energy sector.
- Manage one or more projects being undertaken directly by the Department or indirectly through various organizations throughout the province and deliver required outcomes while reporting to senior staff.
- Develop a strong network of contacts with key analysts, advisors, and decision-makers in the field of energy policy within and outside of government.
- Represent the Department on interdepartmental, intergovernmental, and/or tripartite working groups and committees.
- Lead departmental and interdepartmental working groups, coordinate multidisciplinary teams, and oversee multiple files.
- Coordinate and prepare clear, accurate, and timely briefing materials, presentations, reports, and correspondence.
- Develop, analyze, implement, and administer policies and programs related to marine renewable energy.
- Engage with key stakeholders as part of advancing marine renewable energy development.
- Undertake research related to the marine environment, the potential impacts of marine renewable energy development, and measures to address and monitor potential effects of marine renewable energy development.
- Engage with federal and provincial government departments, regulatory agencies, the marine renewable energy industry, research organizations, and academia about marine renewable energy.
- Undertake technical, environmental, legislative, regulatory, social, and economic analyses to inform research, data programs, and policy development about marine renewable energy.
- Undertake jurisdictional scans and research about legislative frameworks, licensing processes, and policy and guidance documents related to marine renewable energy.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor's degree in a relevant field of study along with six years of relevant work experience or an equivalent combination of training and relevant work experience.

You will be able to demonstrate knowledge of marine renewable energy and the Province's policies, targets, and plans related to marine renewable energy. You will have a strong understanding of the legislative frameworks to enable marine renewable energy development in Nova Scotia, the regulatory frameworks for licensing and permitting marine renewable energy projects, policies used in other jurisdictions to advance marine renewable energy, and the potential impacts of marine renewable energy.

You will have strong skills in policy analysis, project management, research, and engagement. Relevant work experience (e.g., policy analysis, economic analysis, legislative and regulatory review, stakeholder engagement, marine spatial planning, impact assessment, licensing and permitting, etc.) related to the marine environment, marine renewable energy, research and monitoring, electricity planning, social and economic assessment, and/or natural resource development would be an asset.

As the ideal candidate, you will have previous experience managing projects and/or administrating programs within the desired cost, time, and quality parameters, analyzing information and data from multiple sources to draw appropriate conclusions and make suitable recommendations, and using networks and working relationships within and outside of your organization to facilitate the integration of analysis into the development of policies and planning.
