About the Role Senior Financial Analysts in the City of Dayton support Finance or Water segments, analyzing financial trends affecting debt and cash management, building automated models to project costs, monitor major contracts, and manage databases for debt, budget, and cash management programs. The role includes preparing financial and statistical reports and ensuring GAAP compliance; incumbents may supervise staff or serve as project leads, and must stay current on new technology and industry changes. In Finance, the Tax and Accounting Division performs detailed analysis for CAFR preparation and grant administration; in Water, responsibilities focus on enterprise fund accounting and day-to-day financial operations. What You'll Do
- Analyze financial trends affecting debt and cash management; perform complex analysis using automated financial models with multiple variables to project and track costs; monitor major contracts and manage databases for debt, budget, and cash management programs.
- May supervise staff and/or act in a lead capacity as project manager over various projects.
- Reconcile general and subsidiary ledgers of municipal utilities; prepare financial and statistical reports; maintain GAAP and stay current on GAAP policies and financial rules applicable to the City.
- Manage grant administration; oversee daily administration of public funds portfolio and bond proceeds; verify receipt of City funds; prepare payroll and debt service deposits; reconcile bond and coupon accounts; balance daily checkbook; publish comprehensive reports and official statements.
- In Water: coordinate accounting functions for three enterprise funds; generate inter-departmental and inter-fund accounting transactions; establish purchase requisitions, monitor purchase orders, and process vendor invoices; generate accounts receivable invoices for services.
- In Finance: ensure contracts are encumbered according to accounting principles; perform detailed analysis for CAFR and related reports.
- Stay abreast of new technology and regulatory changes; maintain accounting records in accordance with GAAP. What We're Looking For
- Bachelor's degree in Accounting, Finance or closely related field AND 5 years of experience in accounting, auditing, collections, investments or other finance related work.
- One year of supervisory experience in accounting, auditing, collections, investments or other finance related work may substitute for one year of the above required experience.
- MBA, MPA or CPA may substitute for one year of the above listed experience; CPA is preferred for incumbents assigned to the Financial Analysis section of the Tax and Accounting Division.
- Degree must be from a college or university accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.
- Must possess a valid driver's license at time of appointment and maintain as a condition of employment.
