The Senior Electrical Engineer is accountable for leading the delivery of facility engineering projects and for the maintenance and operation of critical facility systems. The role spans the full asset lifecycle, from design review, construction, and commissioning, through handover/takeover (HOTO) and operational readiness, to the safe, reliable, and efficient steady-state operation of cleanroom, laboratory, manufacturing, office, and related facility infrastructure. Working closely with Client assigned Project Teams, JLL Project and Development Services (PDS), JLL Integrated Facility Management (IFM), client stakeholders, and contractors, the Senior Engineer provides technical leadership and mentoring to engineers and technicians, and ensures that systems are designed and built to be operable and maintainable, and are then run to the highest standards of safety, reliability, and efficiency.

Key Responsibilities

  • Project Delivery

  • Plan project scope, schedule, budget, and resources, and deliver facility projects (including expansions, upgrades, fit-outs, and MEP works) safely, on time, and within the approved budget to support the client's business needs.

  • Act as the lead engineering technical and operations interface within the project and multidisciplinary team, from design development through to handover.

  • Review design documents at each stage for operability, maintainability, redundancy, access, and lifecycle cost, and track design-for-operations comments to close-out.

  • Review and develop technical specifications, drawings, shop drawings, method statements, equipment selections, and contractor submittals, and prepare project specifications, operating procedures, and work instructions as required.

  • Provide senior technical expertise and act as the subject matter expert across the facility systems relevant to the role's engineering discipline, which may include HVAC and cleanroom air systems, process cooling and utilities, compressed air and gas systems, electrical power distribution and UPS, water and wastewater, chemical distribution, fire protection, and building management and control systems.

  • Manage the interface between base-build systems and process or production equipment, including utility matrices, points of connection, and equipment hook-up requirements.

  • Liaise between clients, consultants, contractors, OEMs, and internal teams to ensure project requirements are met, and develop effective vendor and OEM relationships.

  • Provide construction-phase technical support, including site inspections, quality walkdowns, RFI responses, and non-conformance tracking.

  • Track project costs and capital approvals to ensure expenditure remains within the approved budget, and support procurement processes and vendor management.

  • Witness factory and site acceptance tests and participate in all levels of commissioning, including integrated systems testing and, where applicable, testing and balancing and cleanroom certification.

  • Identify, assess, and mitigate technical and project risks, resolve project issues in a timely manner, and report progress to key stakeholders.

  • Ensure adherence to health and safety regulations on all projects.

  • Provide technical review and approval of engineering deliverables prepared by other engineers and contractors, and champion engineering standards and best practices across projects.

  • Handover (HOTO) and Operational Readiness

  • Lead operational readiness planning so that new or modified facilities and systems are ready to operate on day one.

  • Lead the handover/takeover (HOTO) process, securing complete handover documentation, including as-built drawings, O&M manuals, warranties, test certificates, commissioning records, and OEM training, and drive snag and punch-list closure from an operations perspective.

  • Build the asset register and tagging, configure the computerized maintenance management system (CMMS), and develop planned preventive maintenance (PPM) schedules and job plans based on OEM and statutory requirements.

  • Develop and validate site SOPs, MOPs, EOPs, and alarm response procedures before go-live.

  • Define the critical spares strategy and maintenance vendor scopes, and support procurement of service contracts.

  • Review BMS/FMS and other monitoring system point lists and alarm priorities to ensure critical systems are monitored and escalated correctly.

  • Recommend the technician staffing and shift model, competency matrix, and training plan.

  • Manage the defects liability period, warranty claims, and contractor close-out, monitoring post-handover performance until the facility reaches stable steady-state operation, and capture lessons learned for future projects.

  • Maintenance and Operations

  • Be accountable for the safe, reliable, and efficient operation and maintenance of all facility systems within scope, supporting building, cleanroom, laboratory, manufacturing, and office environments.

  • Plan, organize, and manage planned preventive and corrective maintenance, driving PPM compliance, backlog reduction, and equipment reliability.

  • Review and approve MOPs, permits to work (PTWs), and lockout/tagout for all maintenance activities in line with site procedures.

  • Implement JLL Risk Management and Change Management processes for all work affecting critical systems.

  • Respond rapidly to critical incidents and abnormal events, maintain incident reports, conduct root cause analysis, and implement corrective actions; participate in the on-call escalation roster.

  • Ensure onsite teams comply with SOPs, MOPs, EOPs, JLL and client HSE requirements, and all applicable local and national legislation, codes, and standards for the country of operation.

  • Maintain statutory compliance for facility systems, including licenses, permits, inspections, and test certificates, and ensure renewals are completed on time.

  • Manage service vendors, including scope, performance reviews, and service report quality.

  • Allocate and oversee daily work and provide technical guidance, coaching, and on-the-job training to engineers, technicians, and operators, mentoring junior engineers to build team capability and support succession.

  • Conduct regular site and equipment inspections with technicians and operators.

  • Analyze equipment, maintenance, and operations data to identify trends, improve reliability, and reduce energy consumption.

  • Report performance against JLL KPIs and SLAs, and act as the senior engineering point of contact for client stakeholders.

  • Lead the development of lifecycle replacement and capital improvement plans and business cases, and carry operational learning back into future project design and delivery.

  • Support holistic building operations, maintenance, and management capability with cross-functional teams to ensure strong IFM capability, operational resilience, and robust business continuity planning (BCP) and implementation.

  • Safely adapt to the speed and pace of change in line with client output demands and scaling.

  • Flex skills and deploy across multiple locations as required.

Requirements

  • Relevant professional engineering registration, license, or statutory competency required in the country of operation for the role's discipline (to be specified locally).

  • Working knowledge of BMS/FMS and CMMS platforms, and proficiency in MS Office (including MS Project); working knowledge of CAD/Revit is an advantage.

  • Proven experience leading and mentoring engineers and technicians, and managing maintenance vendors and contractors.

  • Sound knowledge of applicable building codes, safety regulations, and engineering standards.

  • Fluency in the local language and strong English communication skills (spoken and written), with the ability to report to client and regional stakeholders.

  • Valid driver's license; travel to account sites as may be required.

  • Preferred

  • Experience with semiconductor fab utilities or a semiconductor equipment supplier environment.

  • Experience in cleanroom construction, certification, or maintenance.
