About the Role Cape Eagle Health, LLC, a part of Cape Fox Corporation, is seeking a highly organized Senior Consultant with strong aviation experience to support the Bureau of Indian Affairs (BIA). This remote role is contingent on award. The position offers a salary of $108,900 with a comprehensive benefits package.
What You'll Do
- Provide extensive knowledge in aviation operations, acquisition, and financial management related to the National Interagency Wildland Fire program and the BIA.
- Lead or coordinate tasks and projects, provide training, and manage oversight of aviation operations in the field.
- Utilize Department of Interior database, Financial Management System (FBMS), and SAP S/4HANA; retrieve data from the Budget Execution and Reporting Tool (BERT).
- Maintain familiarity with Federal Acquisition Regulations, DOI Acquisition Regulations, CFRs, and DOI Policies and Manuals; apply knowledge to contracting activities.
- Demonstrate proficiency with Federal Contracting Regulations (FAR, FAR Overhaul, DIARs) and provide problem-solving guidance.
- Manage and oversee operational or consulting tasks across the acquisition life cycle, including purchasing/procurement, source selection, training, financial analysis, and contract management.
- Plan, schedule, and execute all project phases; coordinate with others to ensure timely deliverables.
- Design and develop client deliverables, presenting concepts and solutions.
- Lead aviation acquisition and operations projects, including aircraft and pilot specifications and coordination with management.
- Provide aviation contract and budget management information for the BIA aviation program, and serve as subject-matter expert during wildland fire season.
- Contribute to evaluation, analysis, and development of recommended aviation solutions; provide advanced aviation oversight for contract and functional support.
What We're Looking For
- Minimum 15 years of experience in aviation contract management and operations with wildland fire aviation crews and contractor pilots and crews.
- Must have been a warranted contracting officer in aviation within the last 15+ years.
- Demonstrated knowledge in aviation operations, acquisition, and financial management related to wildland fire programs and the BIA.
- Proficiency with FBMS (S4HANA), SAP S/4HANA, and BERT; ability to retrieve and analyze data.
- Familiarity with FAR, DOI Acquisition Regulations, CFRs, and DOI Policies and Manuals; knowledge of DIARs.
- Strong problem-solving abilities and proven performance in aviation or related fields.
- Proficiency in Microsoft 365 and Adobe; ability to generate documents, prepare presentations, and manage data.
- Ability to plan, coordinate, and deliver projects; provide work direction and issue-resolution support.
- Excellent communication and leadership skills with the ability to work with management-level staff.
