About the Role

The University of Colorado Denver (CU Denver) is establishing its Hyderabad India Campus as a globally connected higher-education presence in India. The Registrar will provide campus leadership for academic administration, regulatory compliance, quality assurance, student records, and implementation of academic policies during campus establishment and subsequent growth.

The Registrar will ensure that the Hyderabad India Campus operates in accordance with applicable Indian higher-education laws and regulations, CU Denver and CU System policies applicable to the campus and the academic, quality, privacy, and administrative standards governing the relevant CU Denver programmes. The Registrar will serve as the principal custodian of academic records and policies and as a key liaison with regulators, legal counsel, faculty, students, parents or guardians, and CU Denver leadership in Denver. The Registrar will be a key interface between CU Denver, the CU System, and the Hyderabad India Campus, translating campus standards into effective local processes and maintaining strong working relationships with relevant Indian authorities and CU Denver role-holders.

Key Responsibilities

  • Academic Administration and Registrar

  • Oversee all Hyderabad Campus registrar and academic administrative functions within delegated campus authority, including student registration, academic records management, enrollment status maintenance, enrollment verification, grading and examination records, certification, transcripts, degree audit support, graduation processes, and implementation of the approved academic calendar.

  • Maintain and safeguard the accuracy, integrity, confidentiality, and completeness of institutional data, academic documentation, and student records in accordance with approved policies, accreditation standards, and applicable laws.

  • Ensure that Hyderabad Campus data are transmitted, reconciled, and incorporated into CU Denver’s designated student-record and reporting systems accurately and timely.

  • Administer approved processes for registration, add/drop, withdrawals, academic standing, grade changes, transfer credit, degree requirements, and other academic-record transactions.

  • Maintain appropriate documentation, approvals, and audits for changes to student academic records.

  • Governance and Compliance

  • Serve as Secretary to designated Hyderabad Campus statutory and governance bodies.

  • Lead the implementation, communication, and review of campus academic administrative policies and procedures.

  • Ensure that campus policies and procedures comply with applicable Indian requirements and remain consistent with requirements governing CU Denver programs, academic records, credentials, accreditation, privacy, and reporting.

  • Coordinate with CU Denver when proposed policy or process changes could affect CU Denver’s institutional academic record, credentials, accreditation, or reporting.

  • Quality Assurance & Regulatory Compliance

  • Ensure full compliance with applicable Indian regulatory bodies including the University Grants Commission (UGC), All India Council for Technical Education (AICTE), National Assessment and Accreditation Council (NAAC), and other relevant authorities.

  • Collaborate with the University of Colorado Denver (CU Denver) to ensure alignment of standards, data reporting, and compliance with the quality framework requirements.

  • Prepare and submit all statutory, regulatory, and accreditation-related reports, returns, and audits in a timely and accurate manner.

  • Participate in an annual CU Denver oversight audit to provide assurance of the accuracy, integrity, security, and appropriate management of student academic records and to demonstrate that registrar practices, data, and processes comply with CU Denver requirements and align with applicable HLC accreditation standards. Address identified findings and implement required corrective actions or process improvements.

  • Student Compliance & Policy Adherence

  • Communicate and enforce institutional policies related to student code of conduct, attendance, academic integrity, disciplinary actions, and progression requirements.

  • Monitor student compliance with academic eligibility, progression, and degree requirements and refer academic exceptions or adverse academic decisions to the appropriately authorized official.

  • Maintain records of Registrar-related student complaints, academic appeals, record disputes, and their resolution.

  • Resource Allocation

  • Oversee timetabling and facilities allocation for academic purposes to ensure that best use is made of space and equipment

  • Manage Registrar staff, workloads, training, performance expectations, service standards, and appropriate segregation of duties.

  • Parent and Guardian Liaison

  • Serve as a formal point of contact for addressing parent and guardian queries related to academic regulations, student records, institutional policies, and compliance matters.

  • Maintain confidentiality, professionalism, and empathy in all stakeholder interactions, ensuring alignment with institutional protocols and privacy policies.

  • Campus Policy, Risk & Legal Oversight

  • Maintain Registrar policies, standard operating procedures, process documentation, and operational risk registers.

  • Monitor and maintain legal compliance across academic and administrative operations, in collaboration with external legal advisors and university counsel.

  • Support internal audits, inspections, and investigations pertaining to academic integrity, operational risk, and campus performance, as well as requirements of the CU Denver quality framework.

  • Promptly report material record errors, data discrepancies, privacy or security incidents, regulatory concerns, and other matters that could affect CU Denver’s institutional records, accreditation, reporting, or credentials.

  • Cross-Functional and Strategic Collaboration

  • Work collaboratively with academic leadership, faculty heads, student affairs, admissions, and operations to ensure campus coherence and accountability.

  • Provide strategic guidance in campus planning, programme development, and policy innovation.

  • Represent the campus to external regulatory and accreditation bodies, legal forums, and inter campus consortia as required.

  • Eligibility Criteria

  • Professional Experience

  • Significant relevant professional experience, with at least 5 years in a senior administrative or regulatory leadership role within a higher education institution.

  • Demonstrated expertise in academic governance, regulatory compliance, and policy implementation within Indian higher education.

  • Must have comprehensive understanding of Indian regulatory bodies and frameworks (UGC, AICTE, NAAC, NIRF, etc.).

  • Familiarity with US higher education standards, Ofice for Students requirements and international regulatory frameworks is highly desirable.

  • Academic Credentials

  • Master’s degree, doctoral degree, or equivalent qualification in any academic field.

  • Demonstrated commitment to professional development in global higher education trends, international compliance standards, and quality assurance frameworks is essential.

  • Knowledge and Skill

  • In-depth knowledge of national and international higher education regulations, academic operations, and institutional accreditation standards.

  • Strong leadership, planning, and organizational skills with a meticulous attention to detail and institutional protocols.

  • Exceptional written and verbal communication skills, particularly in high-stakes or sensitive compliance matters.

  • Stakeholder management skills, including engagement with students, parents, regulators, and faculty.

  • Proven capacity to manage confidential information with integrity and discretion.
