Job title: Recompete Data & Development Analyst
About the Role The Recompete Data & Development Analyst plays a key role in the North Olympic Peninsula Recompete Pilot Program, providing specialized technical expertise in data management, strategic analysis, federal grant administration, reporting, and fund development to support the North Olympic Peninsula Recompete Coalition and its partners. Working with considerable independence under the direction of the Recompete Plan Coordinator, this position develops and maintains complex data systems, analyzes program and financial data to inform strategic decision-making, and ensures compliance with Uniform Guidance, state law, and County policies. The role prepares fiscal and programmatic reports, coordinates grant administration activities, researches funding opportunities to promote long-term program sustainability, and provides technical assistance to coalition partners. This position also serves as a key liaison with internal and external stakeholders by preparing reports, presentations, and other communications that promote transparency and demonstrate program impact. Because Recompete is an innovative pilot initiative, the successful incumbent must be adaptable, collaborative, and able to respond effectively to evolving program needs and priorities. Recompete is federally funded with a limited term that ends September 30, 2029. As this role is 100% funded by Recompete, it also has a limited term. Without new funding, the role will be eliminated on September 30, 2029.
What You'll Do
- Data Systems Design & Management: Organize, oversee, establish and maintain data sources (contracts, budgets, accounts payable, legal documents, and other records); create and maintain complex files/databases; maintain filing systems per procedures and state law.
- Specialized Technical Research & Analysis: Research and summarize technical information from varied sources; create a knowledge base on rural economic development and fund development; develop a tool to manage research accessible to NOPRC; analyze Recompete data with project leads to inform continual improvement and strategy.
- Project Sustainability & Fund Development: Identify funding opportunities using grant prospecting tools; maintain a library of grant-ready materials; manage grant proposals, calendars, and portals; contribute technical editing to proposals and ensure data accuracy.
- Federal Award Administration & Reporting: Prepare, verify, and submit fiscal and programmatic reports in compliance with Uniform Guidance, federal/state law, and county policy; prepare budgets and revisions; identify and correct inconsistencies; report non-compliance; communicate with the federal Economic Development Administration regarding reporting and contract amendments; coordinate with Plan Coordinator and Communications & Media Coordinator to ensure reports are accurate and useful.
- Stakeholder Communication: Attend/record hearings and meetings; represent the organization at functions; draft/edit documents to meet standards; provide accessible, timely information on Recompete impact; prepare reports and presentations for County leadership.
- Coalition Coordination: Prepare and maintain reports, dashboards and worksheets; attend NOPRC meetings; provide technical assistance on reporting/data management; oversee the Recompete Data & Learning Workgroup to support data-driven decisions.
What We're Looking For
- Knowledge of data management, databases, and data analysis; ability to design/maintain data systems and sources; experience with data reporting.
- Experience with federal grant administration, reporting, and compliance (Uniform Guidance) plus budgeting/financial documents (GAAP).
- Strong communication and collaboration skills; ability to work with internal/external stakeholders and produce clear reports/presentations.
- Ability to analyze data, summarize information from varied sources, and develop tools to manage knowledge and support strategy.
- Familiarity with grant prospecting tools and fund development activities.
