  • Additionally, this role requires strong competency in project scheduling and time-cost control to align procurement, cash flows, and resource allocation directly with site execution milestones.

Qualifications

  • Prepare detailed cost estimates, budget forecasts, and bills of quantities (BOQ) for civil engineering, infrastructure, and building projects.

  • Perform meticulous material take-offs and cost analysis from engineering drawings and site specifications.

  • Manage interim valuations, site measurements, and prepare payment applications for clients and subcontractors.

  • Develop baseline project schedules and work breakdown structures (WBS) in coordination with Project Managers and Site Engineers.

  • Monitor schedule progress against cost performance (Earned Value Management) to detect variances, delay risks, and budget overruns early.

  • Align material procurement and labor resource schedules directly with the master construction timeline to optimize site cash flow.

  • Prepare tender documentation, evaluate subcontractor quotes, and negotiate subcontracts to secure optimal commercial value.

  • Manage variation orders, site instruction evaluations, claims for extension of time (EOT), and financial risk assessments.

  • Perform final account reconciliations with clients, sub-contractors, and suppliers at project handover.

  • Required Skills and Qualification

  • B.Sc. or HND in Quantity Surveying, or a related discipline.

  • Minimum of 7 -10 years proven experience in commercial cost control and project planning within civil engineering, infrastructure, and heavy construction sectors.

Software Mastery:

  • Planning Tools: Advanced expertise in Primavera P6 and Microsoft Project.

  • Costing & CAD Tools: Advanced MS Excel (financial models, formulas, conditional tracking), AutoCAD, and takeoff software (CostX / PlanSwift / QuickScale).

  • Deep understanding of standard methods of measurement (BESMM, CESMM, NRM), condition of contracts (FIDIC / Standard Nigerian Construction Terms), cost value reconciliation (CVR), and critical path method.

  • Registration with NIQS, RQS, PMI (PMP/PMI-SP), or equivalent professional bodies is an added advantage.
