About the Role
The combined Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO) leads safety and quality control efforts for a start-up construction company performing government contracts. This dual role is responsible for developing and implementing site-specific health and safety plans and quality programs, enforcing policies, and ensuring regulatory compliance at the Fallon, NV project site.
What You'll Do

Develop and execute health and safety plans in accordance with OSHA guidelines and EM385-1-1; implement and administer the Contractor Health and Safety Program at the worksite.

Conduct daily safety and health inspections, maintain a written log of inspections, identify hazards, and track corrective actions; attach logs to the Contractors' daily production report.

Conduct mishap investigations and prepare required accident reports; report mishaps and near misses; maintain OSHA Form 300 and post Form 300A on site.

Review the APP and AHAs for EM 385-1-1 compliance; approve, sign, implement and enforce them.

Establish a Safety and Occupational Health Deficiency Tracking System and monitor outstanding deficiencies to resolution.

Maintain a list of hazardous chemicals and corresponding Safety Data Sheets (SDS).

Maintain a weekly list of high hazard activities and be prepared to discuss during QC meetings.

Provide and maintain site safety orientation for contractor employees, subcontractor employees, and site visitors.

Oversee subcontractors and safety specialists, train, and support project managers and site superintendents.

Attend pre-construction conferences, preparatory meetings, and in-progress meetings; assist SOP development and safety/quality policy improvement.

Maintain safety and training records to ensure OSHA compliance.

What We're Looking For

Minimum qualifications set forth in EM 385-1-1.

Experience implementing safety programs and quality control plans on construction projects.

Ability to work on-site at government/military installation projects; willingness to travel as needed.

Strong communication, training, incident investigation, and recordkeeping skills; ability to work with minimal supervision.

Knowledge of APP/AHA review under EM 385-1-1 and safety documentation.

Compensation & Benefits

Salary: $95,000–$130,000 per year, commensurate with experience, education, and skills.
