About the Role Thurgood Marshall College Fund is seeking a Public Policy Analyst to support advocacy and policy development around the organization's priorities for the 118th Congress. The role focuses on infrastructure funding for HBCUs, HEA reauthorization, Pell Grants, discretionary funding, the Farm Bill, and STEM education programs, with an emphasis on translating policy into actionable advocacy materials. The analyst will work with member institutions, coalitions, and policymakers to advance policy outcomes that improve access to education for underserved students. What You'll Do
- Develop policy briefs, issue briefs, and talking points aligned with TMCF's priorities (Infrastructure, HEA, Pell, Farm Bill, STEM).
- Monitor and analyze federal legislation, appropriations, and budget proposals affecting HBCUs and PBIs.
- Build and maintain relationships with policymakers, partners, and stakeholders; coordinate with member institutions and coalitions.
- Prepare testimony support, speaking points, and outreach materials; support grant writing and program development as needed. What We're Looking For
- Experience in public policy, government relations, or nonprofit advocacy.
- Knowledge of higher education policy, especially HBCUs and PBIs.
- Strong written and verbal communication skills; ability to communicate complex policy concepts clearly.
- Ability to analyze budgets, appropriations, and program data; strong research and analytic capabilities.
- Familiarity with STEM education programs and federal agencies (NASA, NOAA, NSF).
- Collaborative mindset with experience building coalitions and coordinating across teams. Nice to Have
- Experience working on Capitol Hill or with federal agencies.
- Background in education policy reform or the Farm Bill.
- Familiarity with 1890 Land Grant institutions and related funding programs.
