About the Role The Project Quality & Safety Manager leads quality and safety activities for Alstom's Taipei Circular Line II Turnkey project, coordinating with onshore/offshore teams to ensure project safety, quality assurance and customer satisfaction. What You'll Do
- Act as the independent voice of the customer within the project organization; interface with Customer quality and safety teams; participate in CSS interviews and monitor action plans.
- Establish, document, implement, maintain, and continuously improve the Project Quality Management Plan (PQMP) and ensure its correct application per contract and Alstom processes; contribute to criticality assessment using techniques like FMEA; guide project teams on quality contributions; manage cross-functional quality activities (EQ, IQ, SQ).
- Coordinate the community of all quality functions supporting project execution; ensure core team awareness of the quality plan and deliverables; support audits and supplier quality systems; approve supplier audits as needed.
- Support project execution controls: prepare DFQ gates, manage non-conformities, safety issues, safety assessments and authorizations; control processes via inspections and audits; ensure customer acceptance criteria and train/product history handover; coordinate REX and lessons learned in risk management.
- Manage supplier data (SPL) and coordinate GO Production and First Article Inspections (FAI); collaborate with IQ, Industrial, SQ, EQ and Engineering to establish customer inspection criteria; support customer inspections and site visits.
- Drive continuous improvement through problem solving (8D, QRQC, REX), corrective and preventive actions, and progress reporting via quality indicators; ensure stakeholder involvement in customer issue resolution and overall risk management.
- If applicable to local organization, oversee Industrial Quality, QMS and SQ activities; contribute to tender quality; act as a sparring partner during Transfer of Technology activities and organize all quality documentation for transfer.
- Measure and improve project quality performance, monitor safety authorizations, and ensure timely Quality documentation and cost of non-quality management. What We're Looking For
- Experience leading quality and safety activities on large-scale (rail/transport) projects; strong knowledge of SQ, EQ, IQ, and supplier quality processes; ability to coordinate cross-functional teams and interface with customers.
- Proficiency with quality tools (FMEA, 8D, QRQC), change management (CRs), safety assessments and safety authorizations; experience with DFQ gates and risk management.
- Ability to manage SPL, GO Production, FAI, supplier audits, and customer inspection activities; strong reporting and stakeholder communication skills; willingness to travel as needed.
- Educational background in engineering or related field; knowledge of QMS and safety standards in railway or turnkey projects. Nice to Have
- Experience with Transfer of Technology (ToT) and working as sparring partner to PrTTM; prior involvement in customer satisfaction surveys and acceptance tests.
- Exposure to multi-site projects and cross-functional collaboration across EQ/IQ/SQ/Industrial.
