Project Procurement Manager

  • Project Execution and Asset Management
  • Israel
  • Full-time

Description

  • Lead end-to-end procurement and contracting for renewable energy projects, from procurement strategy and tender preparation through supplier selection, contract execution, delivery, claims support and close-out. The role safeguards project cost, schedule, quality and bankability by securing commercially competitive and contractually robust solutions while coordinating Engineering, Project Management, Construction, Legal, Finance and suppliers.

Responsibilities

  • Procurement strategy and planning

  • Develop and maintain project procurement plans, package strategies, tender schedules, bidder lists and contracting milestones aligned with project COD and investment-approval requirements.

  • Identify critical and long-lead packages, supplier dependencies, market constraints, logistics exposure and early procurement actions.

  • Provide clear status reporting, decision points, risk escalation and recovery actions to project and supply-chain management.

  • Tendering and supplier selection

  • Prepare and issue complete RFP/RFQ packages, including instructions to bidders, scopes, technical appendices, price schedules, bidder response forms and commercial terms.

  • Lead bid clarification, normalization and evaluation across CAPEX, lifecycle OPEX, delivery, warranty, technical compliance, contract risk and bankability.

  • Run competitive negotiation processes, document recommendations and prepare procurement committee or management approval materials.

  • Contracting and negotiation

  • Lead commercial negotiations for supply, EPC/BoP, service, O&M, LTSA, framework and consultancy agreements.

  • Protect the company’s position on scope, price, payment milestones, securities, parent company guarantees, LDs, warranties, availability commitments, liability, insurance, change orders, termination, taxes, logistics and interface allocation.

  • Coordinate contract drafting and redlines with Legal and technical stakeholders, ensuring deviations and residual risks are visible and approved before signature.

  • Execution and contract management

  • Manage supplier commercial performance after award, including deliverables, payment conditions, variations, claims, schedule recovery, warranty obligations and contract close-out.

  • Maintain auditable procurement records, approvals, evaluation files, signed contracts, securities, and key contractual dates.

  • Support project teams in resolving scope gaps, interface issues, late delivery, non-conformance and supplier performance concerns.

  • Governance, systems and continuous improvement

  • Ensure compliance with company procurement governance, approval authorities, ethics, competition requirements and document-control standards.

  • Use ERP, sourcing, contract-management, reporting and AI-enabled tools to improve transparency, cycle time, data quality and management reporting.

  • Capture lessons learned, improve templates and support development of category strategies and preferred-supplier frameworks.

Requirements

  • Bachelor's degree in engineering, Industrial Engineering & Management, Economics, Business, Supply Chain, Law or another relevant discipline.

  • At least 5 years of relevant project procurement, contracting or commercial-management experience in renewable energy, power, infrastructure, construction or another complex project environment.

  • Demonstrated experience managing end-to-end tenders and negotiations for technically complex, high-value project packages.

  • Strong working knowledge of supply, EPC/BoP, service and/or O&M contracts, including risk allocation, securities, warranties, LDs, liability and change control.

  • Advanced bid comparison, cost analysis, negotiation, supplier evaluation and management reporting skills

  • Ability to lead cross-functional work with Engineering, Projects, Construction, Finance, Legal, insurers, lenders’ advisers and international suppliers

  • Strong Excel and PowerPoint skills and practical experience with ERP and/or e-sourcing / contract-management systems.

  • Fluent business English. Hebrew is required for Israel-facing activities; an additional European language is an advantage

  • Experience with BESS, solar, wind, transformers, HV/MV equipment, SCADA/EMS/PPC, EPC or O&M packages.

  • Experience using reporting, workflow automation, and AI tools such as Microsoft Copilot to improve procurement productivity and insight.

  • Ability to travel internationally and visit project sites and supplier facilities as required.
