Robert Half is recruiting for a fractional Business Transformation Consultant for our established client that specializes in the public sector. The Consultant will be a hands-on Business Transformation leader/ Project Manager to help drive scalability, operational efficiency, and margin improvement initiatives. Following an enterprise-wide assessment, this individual will partner with executive leadership to prioritize and execute process, technology, automation, and cost optimization projects.

This role requires someone with the executive presence to work with senior leaders and the willingness to roll up their sleeves and drive execution.

In this role you will have to travel once in a while to Fresno, CA and being able to be hybrid schedule in Brea, CA with flexible hours ranging from 20-40hrs/ week of work.

Responsibilities

• Lead strategic transformation and scalability initiatives.
• Drive process improvement, automation, and cost optimization projects.
• Develop project plans, business cases, KPIs, and executive reporting.
• Partner with department leaders to drive accountability and results.
• Facilitate change management and stakeholder alignment.
• Perform financial analysis, ROI modeling, and operational assessments.
• Manage project timelines, risks, and deliverables.

Qualifications

• 8+ years of business transformation, consulting, strategy, or project management experience.

• Prior Tier 1 or Tier 2 consulting experience required.

• Services or technology industry experience required.

• Strong project management, financial modeling, and analytical skills.

• High EQ with the ability to influence senior leaders and challenging stakeholders.

• Comfortable being both strategic and hands-on.

• MBA preferred (Top 25 program preferred).

• Prior experience with a Tier 1 or Tier 2 consulting firm is required.

• Background in detail-focused service environments, technology, or similarly complex service-based environments is required.

• Demonstrated strength in project planning, financial analysis, ROI modeling, and problem-solving.

• Ability to influence senior stakeholders through strong communication, sound judgment, and emotional intelligence.

• Comfortable operating at both the strategic and execution levels in a hands-on contract role.

• Experience with change management, process improvement, and cross-functional program delivery is required.

• MBA preferred, ideally from a highly regarded program.
