JOB TITLE Project Lead

REPORTS TO Manager, Projects

DEPARTMENT Engineering & Projects

JOB PURPOSE:

The role requires the Senior Project Lead to be a consummate professional with strong ability to provide expertise, supervision and oversight in Projects, Engineering Design (both FEED & DED), Procurement, Construction, Installation & Commissioning on Projects.

PRINCIPAL ACCOUNTABILITIES

Assure effective project management and provide clear advice/instructions to the multi-disciplined project leadership team.
Support the Manager, Projects to deliver a competitive (cost and schedule) project.
Coordinate internal resources and third parties/vendors for the flawless execution of projects, ensuring that all projects are delivered on-time, within scope and within budget.
Accountable to deliver all the surface facilities projects required to meet production promises.
Provide facilities engineering & construction management support to other functional areas, e.g., Asset Team, Well Engineering, Subsurface, Production, Infrastructures etc.
Develop project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
Develop detailed project plan to track progress; develop and finalize the project execution and quality plan; develop contingence plans, resolve conflicts, set priorities based on trade-offs.
Develop annual budget project costs and schedule estimates and participate in the development of the control cost and schedule; ensure resource availability and allocation.
Manage the interface with the Financial and Commercial Functions to ensure that project execution matches the maturation of financing solution and commercial agreements.
Use appropriate verification techniques to manage changes in project scope, schedule and costs.
Measure project performance using appropriate systems, tools and techniques.
Develop contracting strategy and tender documents for the project scope and manage contract delivery. Lead the selection of the design and execution contractor(s). Review of contract documents and comparing with inquiry & offer and resolving the discrepancies.
Manage interfaces with internal and external stakeholders (NUIMS/NNPC, State Government representatives, NCDMB, and Contractor Management.
Coordinate the reviews of technical information, design documents and drawings, between/within the company and contractors.
Develop and implement project management and health check systems including interface management, risk/opportunity, permits and consents, cost, schedule/progress, Quality. Apply these through design and construction phases to demonstrate Technical Integrity.
Contribute to training and development of the organisation project team staff.
Other duties reasonably related to the performance of the job.

JOB CONTEXT & KEY CHALLENGES

The Project Lead is responsible for the delivery of Portfolio projects in execute phase which include the Infield dehydration Projects (IFD), Condensate tanks project, Multiphase Gathering stations and others in the business plan.
Manage define and execute phases for Projects in addition to implementing Define and Execute phase deliverables, including but not limited to: Project Controls and Assurance Plan, design drawings, Basic Design Engineering Package, bills of materials, design packs, cost estimates and schedules.
Develop project execution plans and strategies and
Communicate project progress to stakeholders.

DIMENSIONS (METRICS)

Budget - Annual budget of Circa $50 million CAPEX/OPEX
Production - All the organization Oil & Gas production (currently circa 40kbopd & 80mmscf/d)
Contracts - Several major and minor contracts
Coordinate and ensure appropriate resources for all projects - No. of Reports - QA/QC Inspection personnel, Project Engineers, and Contractor Staff.
Manage project risks and opportunities for the benefit of the Company.
Manage strategies for realization of project goals in line with the overall Company Business goals.
Manage and report periodically budget performance to ensure that agreed key performance targets are met.

JOB COMPETENCES – SKILLS, KNOWLEDGE & BEHAVIOUR

Technical knowledge and operational experience with facilities and pipeline fabrication, piping materials and general construction practices.
Ability to read, interpret and develop crucial engineering drawings, piping & instrument diagrams, process flow diagrams and upstream oil field process design.
Ability to troubleshoot routine mechanical systems and components. Ability to generate novel ideas and leads in maturing facilities development projects.
Prior experience of working and delivering within a multidisciplinary environment.
Thorough knowledge of work processes and organizational structure
High level of commercial acumen with strong general understanding of oil and gas business
Strong networking skills externally and internally - ability to cultivate and build strong external relationships with business counterpart.
High levels of creativity, persistence, curiosity and enthusiasm.
Strong knowledge of conceptual design in field development including budget and schedule estimation and installation implication
Awareness of CAPEX and OPEX estimation techniques as well as economic analysis.
Demonstrated experience at a responsible level in multidiscipline design reviews (layout reviews, HAZOP, etc.)
Proficient in both written and spoken English

EDUCATIONAL QUALIFICATION REQUIREMENTS

A university Degree in degree in engineering, preferably civil/structural, mechanical, chemical, or electrical engineering, with a minimum qualification of second class upper.

RELEVANT EXPERIENCE REQUIREMENT

Minimum of 15 years of professional and relevant experience in the oil and gas industry, with at least five years’ experience in a similar role
COREN registered, and if from outside Nigeria must belong to professional bodies registrable with COREN.
Working knowledge of oil and gas facilities, Process Engineering, and Project Engineering systems, tools and practices in a project lead position.
At least 10 years' experience in EPCIC (Engineering, Procurement, Construction, Installation, Commissioning) in the Oil & Gas industry, with 5 years of those as a Project Engineer of small and mid-size projects. Special consideration will be given to land, swamp and shallow water experience in the OML-17 and associated sister oil and gas companies within the eastern Niger Delta area of Nigeria.
