Job title: Project Engineer Sr / Project Engineer Lead
About the Role The Project Engineer acts as the Owner’s Engineer and technical assurance lead for large-scale (> $1B) greenfield power-generation projects in the Entergy Texas service territory. Based in The Woodlands, TX, the role requires extended site travel and is an onsite position. The Project Engineer provides independent engineering oversight, technical governance, and quality assurance throughout all project phases, leading Owner-side reviews of EPC engineering and construction deliverables to ensure safety, constructability, operability, reliability, and compliance with Entergy standards and project requirements.
What You'll Do
- Act as the Owner’s technical representative for assigned major generation projects.
- Lead and coordinate Owner-side multidisciplinary engineering reviews.
- Review and validate EPC engineering deliverables for compliance with company and industry standards, codes, and project specifications.
- Support technical evaluation of RFIs, field changes, design deviations, and EPC change orders.
- Ensure constructability, operability, maintainability, and reliability considerations are integrated into engineering deliverables.
- Identify engineered safety controls and hazard removal opportunities; promote safe practices in design and field execution.
- Coordinate technical alignment between engineering, construction, commissioning, operations, OEMs, and project stakeholders through the lifecycle.
- Ensure documentation of engineering and construction quality for audits and regulatory prudency reviews.
- Support/lead the Owner’s Project Execution team in writing official Records of Decision.
- Act as Contract Manager for various engineering and construction contracts outside the EPC scope, including 3rd-party Owner’s Engineer support subcontracts.
- Review engineering designs for compliance with contracts, permits, codes, and utility standards; align design with strategic, operational, and maintainability goals.
- Collaborate with the Project Manager to follow the Project Delivery System and deliver required outputs.
- Participate in contractor/vendor selection focusing on engineering experience, competencies, and capability.
- Ensure all firms providing engineering services are properly licensed in the project state.
- Confirm compliance with NERC and Security Standards.
- Ensure engineering documents are stored in the designated repository at closeout.
- Represent engineering in equipment/material inspections as agreed with the Contractor.
- Support/lead the review and sign-off of System Turnover packages from Construction to Start-up and from EPC to Owner.
- Support commissioning and confirm performance, reliability, and emissions testing per contract.
What We're Looking For
- Bachelor of Science degree in Engineering; advanced degree preferred.
- Minimum experience: Project Engineer, Sr: 6+ years (5 years with PE/PMP certification or Masters); Project Engineer, Sr Lead: 10+ years (8 years with PE/PMP or Masters).
- Desired: Fossil (gas) plant experience, preferably in combined cycle (CCGT) technology and/or construction.
- Excellent technical writing and verbal communication skills; strong computer skills, including Microsoft Office 365.
- Strong interpersonal skills and leadership behaviors.
- Expert knowledge of engineering fundamentals in at least one discipline (civil/mechanical/electrical/controls/chemical/construction).
Nice to Have
- Experience as an Owner’s Engineer or in similar owner-side roles on power/industrial projects.
- Prior Owner’s Engineer, Project Engineering Manager, Engineering Assurance, or technical oversight experience is a plus.
