About the Role As a key member of the Project Execution team, the Project Engineer serves as the Owner’s Engineer and technical assurance lead for large-scale ($1bn+) greenfield power-generation projects within the Entergy Texas service territory. Based in The Woodlands, TX, the role requires travel to project sites for extended periods. This position acts as the primary technical representative for combined-cycle and simple-cycle generation projects executed under EPC turnkey and lump-sum contracting models, providing independent engineering oversight, technical governance, and quality assurance across all project phases.

What You'll Do

• Serve as the Owner’s technical representative for assigned major generation projects.
• Promote safe behavior and adherence to safety rules on the project.
• Lead and coordinate Owner-side multidisciplinary engineering reviews.
• Review and validate EPC engineering deliverables for compliance with company standards, regulatory requirements, and project specifications.
• Support technical evaluation of RFIs, field changes, design deviations, and EPC change-order requests.
• Ensure constructability, operability, maintainability, and reliability considerations are embedded in engineering deliverables.
• Identify engineered safety controls and hazard removal during design; coach safe practices in the field.
• Coordinate technical alignment between engineering, construction, commissioning, operations, OEMs, and project stakeholders through the lifecycle.
• Ensure documentation of engineering and construction quality supports audits and regulatory prudency.
• Support/Lead Records of Decision to capture prudence of major project decisions.
• Act as Contract Manager for engineering and construction contracts outside the EPC scope, including 3rd party Owner’s Engineer supplemental support.
• Review engineering design to verify compliance with contract, permits, codes, and utility standards while supporting project goals.
• Coordinate with the Project Manager to follow the Project Delivery System and deliverables.
• Participate in contractor/vendor selection to assess engineering experience and capability.
• Ensure engineering firms are properly licensed in the project state.
• Ensure compliance with NERC and security standards.
• Ensure all engineering documents are stored in the designated repository at closeout.
• Represent in equipment/material inspections as agreed with the Contractor.
• Review and sign off on System Turnover packages from Construction to Start-up and from EPC to Owner; support commissioning and ensure performance testing per contract.

What We're Looking For

• Bachelor of Science in Engineering; advanced degree preferred.
• 12+ years of applicable experience in engineering design, construction, or operation of power systems; 10 years with PE/PMP or Master’s degree.
• Desired: Fossil (gas) plant experience, preferably in the combined-cycle (CCGT) technology and/or construction.
• Excellent technical writing and verbal communication skills; strong computer skills and proficiency in Microsoft Office 365.
• Strong interpersonal skills and leadership behaviors.
• Expert knowledge of engineering fundamentals within at least one discipline (civil/mechanical/electrical/controls/chemical/construction).
• Advanced knowledge of practical application of engineering to power generation; knowledge of materials, methods, and tools involved in construction or repair of power generation facilities; QA/QC protocols.
• Knowledge of permits required for construction and operation of power generation facilities.
• Experience with reviewing, executing, and managing engineering design to ensure alignment with contract, codes, and utility standards.

Nice to Have

• Experience with major capital projects exceeding $500MM; previous Owner’s Engineer or similar technical oversight roles within the power, oil & gas, petrochemical, or heavy industrial sectors.
