Project Delivery Manager

About the Role Ferrovial Energy is seeking an experienced Project Delivery Manager to oversee permitting, regulatory compliance, project controls, and the project delivery processes required for the construction and operation of an upcoming solar project. Reporting to the Asset Manager (Spain) and Lead Project Manager (US), this role is based in Austin, Texas, with weekly travel to the project site. What You'll Do

• Lead permitting strategy and execution, ensuring timely acquisition of all required permits.
• Overall project coordination and delivery management, including monitoring and tracking project deliverables, commitments, and obligations.
• Support the Project Manager in planning, execution, and delivery of project activities.
• Drive project execution and monitor progress to achieve objectives and milestones.
• Track construction milestones and oversee Owner’s Engineer activities; manage all construction documentation (engineering, QA/QC, inspections).
• Track contractual obligations and ensure compliance with all contractual requirements.
• Monitor permitting milestones, budgets, and document quality throughout the project lifecycle; support environmental and permitting status as needed.
• Manage relationships with local, state, and federal regulatory bodies; coordinate with environmental teams, external consultants, and legal counsel for regulatory compliance.
• Engage stakeholders to facilitate registration and regulatory interconnection processes (e.g., County Office, ERCOT, PUCT, NERC).
• Respond to internal and external environmental and permitting inquiries.
• Navigate and lead permitting processes in dynamic regulatory environments and minimize permitting risk and liability. What We're Looking For
• Bachelor’s degree in Engineering or related field; Project Management certification or graduate degree highly valued.
• 5+ years of experience in permitting and regulatory compliance, specifically for renewable energy assets.
• Strong understanding of regulatory frameworks and guidelines applicable to renewable energy development.
• Demonstrated experience developing projects through complex permitting environments.
• Demonstrated experience interacting with government agencies at local, state, and federal levels.
• Experience monitoring compliance and maintaining rigorous documentation through the project lifecycle.
• Experience working collaboratively in a cross-functional and culturally diverse team environment.
• Strong interpersonal and stakeholder management skills, with the ability to work effectively across internal teams and external agencies.
• Ability to develop and implement effective permitting strategies in complex regulatory environments.
• Skilled at managing multiple workstreams simultaneously under deadline pressure.
• Effective negotiator with the ability to build and sustain regulatory relationships.
• Meticulous attention to detail in permit application preparation and compliance documentation.
• Strong analytical and problem-solving skills. Nice to Have
