Key Responsibilities

  • Develop and maintain daily, weekly, and monthly production manpower schedules based on production plans, operational priorities, and staffing availability.

  • Coordinate and manage overall manpower planning for production operations to ensure adequate labor coverage across shifts and production lines.

  • Work closely with Production supervisors and managers to align manpower allocation with output requirements, capacity, and operational needs.

  • Monitor attendance, shift coverage, overtime requirements, and manpower availability, and adjust schedules as needed to minimize operational disruptions.

  • Conduct regular manpower reviews and headcount checks to ensure actual manpower deployment is aligned with approved plans and business needs.

  • Analyze manpower utilization, labor efficiency, and staffing gaps, and provide recommendations for optimization and improvement.

  • Support workforce balancing across production areas to maximize productivity and labor efficiency.

  • Coordinate with HR and department leaders on manpower requests, hiring needs, temporary labor arrangements, and workforce changes.

  • Maintain accurate scheduling records, manpower reports, and related planning documentation.

  • Track and report manpower-related KPIs such as attendance, overtime, manpower utilization, staffing fulfillment, and labor productivity.

  • Identify issues in current scheduling practices and drive continuous improvement in manpower planning, shift arrangement, and workforce deployment.

  • Ensure manpower scheduling complies with company policies, labor regulations, and operational requirements.

  • Support special production demands, peak season planning, shutdown arrangements, and contingency manpower planning when required.

  • Support the pre-allocation of positions for new employees.

  • Education & Experience

  • Bachelor’s degree or above in Business Administration, Industrial Engineering, Operations Management, Human Resources, Manufacturing, or a related field.

  • Minimum 3–5 years of experience in production planning, manpower scheduling, workforce planning, manufacturing operations, or a related role.

  • Experience in planning and coordinating production manpower allocation in a manufacturing environment.

  • Familiarity with shift scheduling, attendance monitoring, overtime planning, and headcount management.

  • Experience in analyzing manpower utilization and supporting labor efficiency improvement initiatives.

  • Experience working with cross-functional teams such as Production, HR, and Operations.

  • Familiarity with ERP, or scheduling tools is preferred.

  • Knowledge of production operations and workforce planning principles.

  • Understanding of manpower scheduling, shift planning, headcount control, and labor utilization management.

  • Familiarity with production capacity planning and the relationship between labor allocation and output requirements.

  • Basic knowledge of labor regulations, attendance management, and overtime control.

  • Understanding of reporting, scheduling systems, and manpower tracking practices.

  • Knowledge of continuous improvement concepts related to workforce efficiency and planning accuracy.

  • Strong planning and scheduling skills.

  • Good analytical skills with the ability to evaluate manpower utilization, staffing gaps, and labor efficiency.

  • Strong coordination and communication skills to work effectively with Production, HR, and department leaders.

  • Good organizational skills and attention to detail in handling manpower plans and scheduling records.

  • Ability to respond quickly to schedule changes and operational needs.

  • Proficiency in Microsoft Office, especially Excel, and familiarity with scheduling or HR systems.

  • Good report preparation and data management skills.

  • Good command of written and spoken English.

  • Desired Skills

  • Experience in high-volume manufacturing or labor-intensive production environments.

  • Knowledge of labor productivity measurement and workforce optimization methods.

  • Familiarity with Lean Manufacturing concepts related to manpower efficiency and line balancing.

  • Experience with manpower forecasting, seasonal staffing plans, and contingency workforce planning.

  • Advanced Excel skills or experience with digital planning and scheduling tools.

  • Ability to identify trends and propose data-driven manpower planning improvements.

  • Experience in supporting labor cost control and manpower budgeting is an advantage.
