Kenya Institute of Special Education (KISE) is a semi autonomous government agency of the Ministry of Education, Kenya. It was established through a Legal Notice No. 17 of 14th February 1986. The Institute is currently run by a council appointed by the Minister for Education. The Head of the Institute is the Director who is also the Secretary to the Council.

Responsibilities

Provide technical input in development, implementation and review of communications, customer and branding strategies, policies , guidelines and procedures;

Supervise execution of risk management policy and strategies that ensure the division has a robust system and processes of accountability, risk management, internal controls, business continuity and succession management

Contribute to a corporate culture that promotes ethical practices and good citizenship within the Section;

Supervise implementation of a robust performance management system within the Division through monitoring on the delivery of the annual performance contract and the strategic plan;

Oversee implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Division

Conduct supervision, coaching, mentoring, training and development of the Section staff to ensure an effective and motivated team; and

Undertake performance appraisal and development of staff in the Division

Supervising development and review of content for media publicity, speeches, publications, and Information, Education and Communication (IEC) materials;

Oversee internal and external media communication functions;

Manage implementation of the Institute Corporate Social Responsibility (CSR) initiatives and review reports;

Monitor and measure public relations and communications effectiveness;

Manage incoming media requests and building relationships with industry journalists; creating, executing and measuring media campaigns;

Provide input in formulation, implementation and review of departmental annual work plans, budgets and procurement and asset disposal plans in line with the Corporation’s performance targets and strategic plan;

Provide input in the development, implementation and review of corruption prevention and mitigation strategies in the division;

Provide technical input to ensure continuous improvement of business processes and controls in the division and develop mechanisms for corporate consultations;

Qualifications / Work Experience

Professional Management Course lasting not less than four (4) weeks from a recognized Institution
-
Professional Cumulative service period of nine (9) years’ relevant work experience, three (3) years of which should have been in the grade of Senior Corporate Communication Officer or in a comparable position

Academic Bachelors Degree in any of the following disciplines: - Public Relations, Corporate Communication, Journalism, Mass Communication, or its equivalent and relevant qualification from a recognized Institution

Academic Masters Degree in any of the following disciplines: - Public Communication, Public Relations, Mass Communication, Journalism or its equivalent and relevant qualification from a recognized Institution
