Candidate Profile
-
The Pre-Construction Engineer will be sitting within the Execution organization, the role serves as a key bridge between the primarily Austin-based Development organization and the primarily Houston-based Execution organization, supporting multiple projects and coordinating closely with Project Managers and Engineers, EPC, Real Estate, Legal, Title, GIS, consultants, and other project stakeholders. The position operates in a fast-moving environment where designs, schedules, and commercial priorities may evolve; success requires proactive ownership, sound judgment, disciplined documentation, comfort working with incomplete information, and the ability to translate cross-functional inputs into clear actions and decisions.
Activities:
- Crossing Program Ownership & Coordination: Lead the proactive advancement of crossing agreements and related activities during development and preconstruction to support financing, title policy, and construction-readiness milestones, including coordinating required technical inputs before EPC engagement where necessary. Own the crossing strategy, schedule, priorities, portfolio tracker, governance cadence, and action-item follow-up. Serve as the central coordinator across internal functions, external crossing agents, and crossing entities; bring the right stakeholders into the process at the right time; document decisions; and escalate stalled or material issues.
- Crossing Agreement Lifecycle Management: Oversee the full lifecycle of crossing agreements, permits, licenses, letters of no objection, encroachment agreements, amendments, assignments, recordings, and close-out activities. Coordinate preparation, review, revision, execution, filing, and handoff while tracking dependencies against project milestones.
- Design & Agreement Alignment: Coordinate with Engineering, Execution, EPC, Development, Real Estate, Legal, GIS, and consultants so pending and executed agreements remain aligned with current layouts, crossing locations, technical requirements, construction constraints, and project schedules. Escalate conflicts that could create material schedule, cost, financing, or commercial impacts.
- Exhibit Review & Quality Assurance: Perform high-level review of crossing exhibits and supporting packages for completeness, consistency, correct project entity references, current design information, and required supporting documentation. Route technical, legal, title, survey, or GIS questions to the appropriate subject matter experts and track resolution.
- Document Control & Audit Readiness: Maintain complete, accurate, and accessible crossing records in approved Company systems. Apply consistent naming, version control, draft retention, final filing, communication documentation, and decision tracking. Maintain records that support legal, title, financing, tax equity, construction, Asset Management, Operations, and future project reference.
- Risk, Issue & Decision Management: Identify agreement gaps, missing exhibits, title or curative dependencies, obsolete layouts, outstanding third-party inputs, and other early blockers. Maintain clear risk and decision logs, develop recovery actions with accountable owners, and prepare issues for timely management resolution.
- Consultant & Agent Management: Define and coordinate priorities, scopes, schedules, deliverables, and performance expectations for crossing agents and other external consultants. Review work products at the appropriate level, coordinate internal inputs, and confirm deliverables support overall agreement and project schedules.
- Reporting & Communication: Provide concise, management-ready reporting on completed, pending, at-risk, and blocked items. Lead recurring status meetings, prepare agendas and readouts, maintain decision logs, document outstanding requests, and communicate required actions and escalation needs.
- Early-Stage Design Review: Support concept and preliminary design reviews for renewable energy and associated infrastructure projects. Evaluate layouts and key interfaces for practical constructability, access, routing, drainage, utility, crossing, and stakeholder considerations; identify questions or constraints that require specialized engineering or EPC input; and document recommendations for project teams.
- Preconstruction Handoff & Continuous Improvement: Support orderly handoff of crossing obligations, design assumptions, open actions, and records to construction, Asset Management, and Operations. Contribute practical project and constructability input to the QA/QC and periodic improvement of Company Design Guidelines, in coordination with the accountable Engineering and Execution teams.
- Crossing requirements, commitments, risks, and open actions are visible, current, documented, and actively managed.
- Agreements and exhibits are advanced accurately and on time, with appropriate review and decision-making by accountable functions.
- Project design changes that affect crossings are identified early, evaluated, and resolved or escalated before they create avoidable downstream impacts.
- Leadership receives concise, decision-ready information on status, blockers, schedule impacts, and required actions.
- Early-stage design reviews identify practical execution risks and clearly route specialized questions to the appropriate engineering or EPC resources.
