About this role
A Position for a Personnel Recovery and OPFOR Planner at MTSI supporting the USAF Warfare Center exercise team at Nellis AFB, NV. This mid-to-senior role requires thriving in a multitasking, fast-paced environment to plan and execute CJCS and Combatant Command-level large force exercises, focusing on personnel recovery and opposing forces planning and operations.
Responsibilities
- Serve as the PR and OPFOR Planner, coordinating and supporting dynamic and realistic operations for USAF Warfare Center exercises.
- Work directly with the Exercise Director, AOC staff, Personnel Recovery Task Force Leads, SOF Leads, and exercise planners to support CCDR PR strategic, operational, test, and exercise objectives.
- Apply deep knowledge of JP 3-50 and PR TTPs to plan and orchestrate isolation events, monitor and coordinate PR execution tasks (Report, Locate, Support, Recover, Reintegrate) across all operation phases.
- Advise on PR script writing and monitor CCDR PR architecture, posture status, mission, and exercise objectives.
- Track theater PR asset status and advise CCDR planners on emerging requirements, changes to PR forces, or new technologies.
- Maintain familiarity with PR technologies supporting isolated personnel and contribute to building positive relationships across CCDR staff, service components, MAJCOMs, USAFWC, and interagency partners.
- Support joint lesson learned activities, collecting significant PR data to provide objective accounts of isolation incidents.
- Provide inputs for future theater PR plans, intelligence, and information operations based on exercise outcomes.
- Understand NTTR range boundaries and operate primarily at Nellis AFB, with duties at TDY locations and DoD Western Ranges during exercises.
- Manage safety observer duties for simulated IPs in field conditions during home station, TDY, and range operations.
- Perform basic self-aid and buddy care, and be physically capable of hiking up to 1,000 meters over varied terrain while carrying 40+ pounds of equipment and gear.
Requirements

4+ years of combined recent experience in PR operations, AOC operations, exercise planning and scenario development, and strong knowledge of local range operations.

Experience with COCOM-level Large Scale Exercise (LFE) support, USAF Weapons School, and Joint CCDR planning at Nellis AFB.

Knowledge of PR authorities, doctrine, and procedures, including published regulations and manuals.

Familiarity with strategic/campaign plans and the PR appendix to COCOM OPLANS.

Supervisory experience leading ground-based military operational teams.

Proven ability to establish and maintain effective working relationships and provide timely problem-solving options; ability to travel as required by the contract.

Proficiency with classified/unclassified COP systems, Microsoft Office, Google Earth Pro, UHF/VHF devices, Guardian Portal, CSEL, and mIRC/cyber tools.

Strong analytical, speaking, and writing skills with experience briefing senior leaders.

Preferred/Additional Experience

10+ years of combined recent experience in PR operations, AOC PRCC duties, exercise planning, scenario development, local range operations, and IP survivability challenges.

JPRA PR 200/300 Level Course Graduation.

Education and Security

Education: Associate degree with 9+ years of experience, or Bachelor’s degree with 7+ years, or Master’s degree with 5+ years; relevant experience may substitute for degree requirements.

Travel: Routine travel expected; typically one week per quarter, with potential for more based on mission needs. Non-traditional hours and onsite work with frequent local range travel.

Security: Current Top Secret clearance with in-scope SSBI and SAR eligibility, SCI, and STO eligibility. U.S. citizenship required.
