Job title: Permits Manager - RSY permit & environmental specialist
About the Role RSY permit & environmental specialist role is to manage permits, environmental and related activities for the Haifa Nazareth Light Rail Transit System. The Permits Manager is responsible for obtaining timely permits, approvals and consents for design and construction, coordinating with EPC, RSY and project owner to advance VATAL, PTO, and occupancy-related requirements.
What You'll Do
- Work with RSY permit & environmental specialists to prioritize permits and actions according to the project schedule and EPC/RSY direction.
- Collaborate with Rail Systems design managers to resolve blockages and communicate any issues to the permit permissions team.
- Ensure RSY contributions to all necessary permits, consents and authorizations are coordinated with approved traffic plans, in partnership with EPC, CJV and the Temporary Traffic Arrangements manager.
- Liaise with external approval entities, CJV and EPC case-by-case to clear design-based blockages and avoid non-technical delays; escalate any non-technical barriers to the Chief Engineer or EPC management.
- Prepare Environmental Reports in coordination with RSY Subsystems Utilities; manage scope of works and initiate sourcing of consultants; coordinate engineering teams, onshore and offshore.
- Prepare all required scope of works and manage the consultant sourcing process.
- Maintain clear records of meetings, deliverables and task schedules.
What We're Looking For
- At least 8 years of project management experience.
- At least 5 years of experience in permitting buildings and facilities.
- Preference for candidates with understanding of VATAL and its processes.
- Engineering, Environmental or Law degree.
- High interpersonal, communication and negotiation skills.
- Leadership and engineering team management skills.
- Technical risk assessment and cost evaluation capabilities.
