The Position

The Part-Time Workforce Outreach Specialist supports Ocean County College's Workforce Education initiatives by developing and maintaining relationships with employers, businesses, community organizations, educational institutions, workforce agencies, and prospective students.

This position serves as a key representative of Workforce Education, promoting training programs, industry-recognized certifications, and career development opportunities to both community members and employer partners. The Specialist is responsible for increasing program awareness, supporting student recruitment and enrollment, identifying workforce training needs, and cultivating partnerships that expand access to education and employment opportunities.

The position requires a proactive, outgoing, and community-focused individual who is comfortable engaging with diverse audiences, building professional relationships, and representing the College at events throughout Ocean County and surrounding communities.

This is a part-time, fully in-person position requiring 28 hours per week. While the position will generally operate during regular College business hours, the successful candidate must maintain flexibility to accommodate outreach activities that may occur outside the standard workday. Occasional evening and weekend availability is required to participate in employer meetings, community events, career fairs, recruitment activities, and partnership initiatives.

What You Will Do

  • Develop and implement outreach strategies to increase awareness of Workforce Education programs and support student recruitment and enrollment.
  • Conduct proactive outreach to prospective students, adult learners, career changers, and underserved populations through community organizations, schools, workforce agencies, job fairs, and other recruitment channels to promote training opportunities and career pathways.
  • Research, build, and maintain relationships with community-based organizations, nonprofits, school districts, municipalities, government agencies, and other organizations that serve prospective students.
  • Support the development of employer partnerships that create opportunities for customized training, industry-recognized credentials, work-based learning, externships, and employment pathways for students.
  • Meet with employers and community partners to assess workforce training needs, identify skill gaps, and collaborate with Workforce Education leadership to recommend appropriate training programs and customized education solutions.
  • Serve as a point of contact for prospective and existing workforce partners by maintaining regular communication, responding to inquiries, coordinating meetings, and fostering productive, long-term relationships.
  • Assist in coordinating partnership activities by facilitating communication between employers, College leadership, instructors, and other stakeholders to support successful program implementation.
  • Collaborate with internal College departments to facilitate student referrals, support enrollment processes, and connect prospective participants with appropriate programs and services.
  • Assist in developing and distributing promotional materials, presentations, program information, and outreach communications in coordination with OCC's Marketing & Communication department and other relevant departments.
  • Maintain organized records of outreach activities, prospective student inquiries, employer contacts, partnership opportunities, event participation, and follow-up activities using designated College systems.
  • Track and evaluate outreach effectiveness through measurable indicators, including prospective student leads, event participation, program referrals, enrollment outcomes, employer engagement, and partnership development.
  • Perform other related duties and special projects as assigned in support of Workforce Education initiatives and the College's strategic goals.

The Successful Candidate Must Have

  • Associate's degree or completion of 60 college credits in Business Administration, Marketing, Communications, Education, Public Administration, Workforce Development, or a closely related field.
  • Two (2) years of experience in community outreach, student recruitment, employer engagement, workforce development, business development, marketing, higher education, or a related field.
  • Excellent interpersonal, verbal, written, presentation, and public speaking skills, with the ability to communicate effectively with students, employers, community organizations, and diverse populations.
  • Demonstrated ability to establish and maintain professional relationships, conduct outreach independently, and engage effectively with community members and business representatives.
  • Strong organizational, time management, and follow-up skills, with the ability to manage multiple outreach activities, events, and partnerships simultaneously.
  • Proficiency in Microsoft Office Suite and familiarity with digital communication, customer relationship management, and data tracking tools.
  • Ability and willingness to work fully in person for 28 hours per week at Ocean County College's Toms River campus and at assigned outreach locations.
  • Flexible scheduling availability, including occasional evenings and weekends, to participate in community events, career fairs, employer meetings, and other College outreach activities.
  • Valid driver's license in good standing and willingness to travel throughout Ocean County and surrounding communities as required.

  • Experience using customer relationship management (CRM) systems, Salesforce, Elevate, Ellucian Colleague, or similar enrollment and relationship management platforms.
  • Experience organizing community events, delivering presentations, conducting recruitment campaigns, or representing an organization at public events.
