About the Role The Bipartisan Congressional HBCU Caucus is seeking staff to support its mission to highlight challenges faced by historically Black colleges and universities (HBCUs) and to ensure their needs are heard on Capitol Hill. This role will help educate Members of Congress and staff, assist in drafting meaningful bipartisan legislation, and work to increase access and career opportunities for HBCU students and graduates. The position is aligned with Thurgood Marshall College Fund's advocacy efforts to strengthen HBCUs and their communities. What You'll Do

  • Assist in educating Members of Congress and staff about issues impacting HBCUs and related policy areas.
  • Help draft bipartisan legislation and policy memos addressing the needs of HBCUs, students, and graduates.
  • Coordinate outreach and briefings to build a national dialogue on Capitol Hill.
  • Track policy developments, summarize research, and prepare briefing materials for Caucus members.
  • Organize events, meetings, and stakeholder engagement with HBCU leaders, students, and alumni. What We're Looking For
  • Experience or interest in public policy, government relations, higher education, or nonprofit advocacy.
  • Strong written and verbal communication skills and ability to translate complex policy into accessible guidance.
  • Ability to collaborate with diverse stakeholders including Members of Congress, staff, and academic communities.
  • Knowledge of issues impacting HBCUs and related STEM/undergraduate outcomes is a plus. Nice to Have
  • Experience with congressional caucus operations or legislative advocacy.
  • Background in higher education policy, public policy research, or related fields.
  • Existing relationships with Members of Congress or staff or campuses across the HBCU network.
