Background

UNDP is the United Nations’ lead agency on international development, working in 170 countries and territories to help people build better lives while protecting the planet. For 60 years, UNDP has supported countries to make progress on the issues that matter most, with human development at the core of its mandate. Our work is built on trust and long-term partnerships with governments, communities and organizations at every level.

UNDP Indonesia works with Indonesian partners to deliver an ambitious programme, fully aligned to the national priorities of Indonesia. The strategic priorities of UNDP Indonesia through its Country Programme 2026 -2030 are encapsulated under three outcome areas:

(1) Human Development

(2) Nature, Decarbonization and Resilience

(3) Economic and Digital Transformation

Operating in a Middle-Income Country brings its own set of complexities and opportunities. With 70% of the Indonesian economy directly or indirectly reliant on its natural resources, the link between nature, climate, jobs, and economic empowerment become critical. UNDP’s past experiences and support include innovative sustainable financing, digital health, energy transition and climate policies, improved service delivery that leaves no one behind. Enablers and multipliers such as digitalization and Artificial Intelligence are at the core of its efforts. Building on its vast and long experiences, and the knowledge of its entire team of professionals, UNDP Indonesia demonstrate its thought-leadership and translate knowledge into policy advice, investment opportunities and scalable solutions for Indonesia’s critical development priorities

Sustainable Landscape Programme in Indonesia (SLPI)

The Sustainable Landscape Programme Indonesia (SLPI) Phase II is a multi-partner programme supported by the Swiss State Secretariat for Economic Affairs (SECO) to advance sustainable landscape management and sustainable commodity production in Indonesia. Building on the experience and lessons of the first phase, SLPI Phase II seeks to strengthen landscape governance, ecosystem and biodiversity conservation, sustainable agricultural production, economic resilience and livelihoods, and the financial sustainability of landscape approaches.

SLPI Phase II is implemented through complementary landscape-level and programme-level interventions. Component 1 is delivered through four landscape initiatives, while UNDP is responsible for Component 2, which provides programme-level enabling and integrative support across SLPI. UNDP's role includes programme coordination; monitoring, evaluation and learning (MEL); institutional capacity development; policy coherence; knowledge exchange; and adaptive management, while strengthening linkages between landscape implementation and national and subnational policy and institutional processes.

A key feature of Phase II is strengthening the institutionalization and sustainability of landscape approaches by working through existing Government mandates, planning and coordination mechanisms and multi-stakeholder platforms. UNDP therefore works closely with the Coordinating Ministry for Economic Affairs, Bappenas, relevant line ministries, subnational governments, SECO, landscape partners, private sector actors, civil society and other stakeholders to ensure that landscape experience and evidence inform broader policy, planning, financing and investment processes.

As part of Component 2, UNDP also supports a Public Financial Management (PFM) workstream aimed at strengthening the alignment and effectiveness of public financing for sustainable landscape and commodity priorities. The work includes analysis of public expenditure and financing, strengthening visibility and coordination of relevant public resources, improving budget execution and related public financial management practices, exploring domestic resource mobilisation and financing solutions, and strengthening national–subnational learning and policy dialogue. The PFM workstream complements landscape-level interventions and contributes to the longer-term institutional and financial sustainability of SLPI results.

Under the direct supervision of the Programme Analyst/Nature Cluster Lead, UNDP Indonesia, the National Project Manager (NPM) is responsible for the overall management and delivery of UNDP's component of SLPI Phase II, including the PFM workstream, ensuring effective integration with the four landscape initiatives and alignment with the overall SLPI results framework. The NPM provides day-to-day leadership to the Project Management Unit (PMU), manages work planning, implementation, budget and resources, risks, monitoring and reporting, and ensures timely and quality delivery of programme results in accordance with UNDP policies and procedures and agreed donor requirements.

The NPM works closely with UNDP programme and operations teams, SECO, relevant Government institutions, the four landscape partners and other programme stakeholders. The position also supports the effective functioning of SLPI governance and coordination arrangements, facilitates follow-up to strategic and management decisions, and ensures that implementation evidence, risks and lessons are systematically brought into programme-level decision-making and adaptive management. Given the centrality of the project to the overall strategy of UNDP Indonesia, the project manager is also expected to contribute and engage proactively in office wide discussions and initiatives that relate to landscape management, biodiversity conservation, sustainable agricultural production, and economic resilience.

Reporting directly to Programme Analyst, the National Project Manager has the authority to run the project on a day-to-day basis and is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost.

Duties and Responsibilities

a) Manage and supervise the project team to ensure effective implementation and achievement of results:

  • Oversee the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Coordinate with the four landscape partners to ensure coherence between landscape implementation and programme-level interventions;
