The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:

The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.

The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.

The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.

The Platform implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.

The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sector programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted populations including those who are often marginalised.
AFEP Overview:
- The Australian Government is supporting Fiji’s education sector through the Australia Fiji
Education

Program (AFEP, the Program) working with the Ministry of Education (MoE).

The objective of the AFEP is “to work with the Government of Fiji under the Vuvale Partnership to catalyse quality education delivery for all Fijian children”.
The changes expected by the end of the five-year program are:

EOPO 1: Schools, particularly trial schools, have improved student literacy and numeracy outcomes, supported by enabling policies, plans and data from the Ministry of Education.

EOPO 2: Heads of schools and teachers, supported by enabling policies and data from the Ministry of Education, provide a safe, resilient and inclusive learning environment for all students, particularly in trial schools.

Four intermediate outcomes will provide pathways to meet these end of program outcomes in priority areas, like implementation of the revised literacy and numeracy curriculum in primary and secondary schools, professional development interventions, analysis and improvement of the Fiji

Management Information System (FEMIS), as well as GEDSI and student wellbeing.

The funding for the program is approximately AUD45 million over 9 years (5 years, with an option to extend for a further 4 years) and delivered through a range of activities to achieve the program’s objectives. Implementation modalities include technical advice, procurement of technical services and goods, minor works and infrastructure upgrades, capacity building and training support, support to Ministry led initiatives and innovations, and grants to civil society organisations (CSOs).
Position Summary:
The Monitoring, Evaluation and Performance Adviser to MoE will provide technical expertise, advice and guidance to MoE for the following:
- To design and implement a coherent, results‑oriented national education sector performance management system and strengthen the capacity of education sector personnel to effectively use performance data for planning, decision‑making, and continuous improvement.
The Advisor will work with MoE responsible officers, AFEP team and other education stakeholders in the following:

To assess existing education planning, monitoring, data, and reporting systems

To design a national education sector performance management framework aligned with national policy priorities

To develop clear performance indicators

A second phase is foreseen upon the successful completion of phase 1, during which the framework and performance indicators will be operationalised through the development of tools, procedures and actor capacity.
Key Responsibilities
- The Monitoring, Evaluation and Performance Adviser will provide technical inputs in support of MoE for the following areas:
- Situational Analysis: Review national education policies, strategic plans, and reform priorities; assess existing monitoring and evaluation, FEMIS, assessment, and reporting systems; map current performance management practices at system, district, and school levels; assess institutional arrangements for the educations sector to put in place a Performance Management Framework; and identify gaps, overlaps and capacity constraints
- Design of the Performance Management Framework: Develop a national education sector performance management framework linking: (i) Vision and strategic objectives, (ii) Key result areas, and (iii) Performance indicators and targets; Align the framework with: (i) National development priorities, and (ii) International commitments (e.g. SDG 4); Ensure integration with planning and budgeting cycles
- Development of Key Performance Indicators and Tools: Define a balanced set of national education sector KPIs (outcomes, equity, quality, system effectiveness); Develop (i) Sector performance scorecards, (ii) Indicator reference sheets, and (iii) Data sources and reporting frequencies; and Design performance dashboards/templates (non‑technical and technical versions, as appropriate)
- Performance Review and Accountability Mechanisms: Design annual and periodic sector performance review processes; Define roles and responsibilities at: (i) National level, (ii) district level, (iii) School level; and propose mechanisms for feedback, corrective action, and learning.
Key Deliverables:

- a) Set of agreed national education sector KPIs
- b) Performance scorecards and reporting templates
- c) Performance management guidelines and SOPs
- iv. Recommendations for the establishment of a sustainable Ministry Monitoring, Evaluation and Performance Function, including staffing options, governance arrangements, capability requirements and implementation roadmap
Key Working Relationships:
- The Monitoring, Evaluation and Performance Adviser will support MoE, the Permanent Secretary of Education and personnel and the AFEP team. The position will report to the AFEP Team Leader and will receive administrative and technical support from program, as required. Selection Criteria:
Qualifications
- A minimum of a master’s degree in education public policy, monitoring and evaluation, or related fields.
Experience
- A minimum of 10-years’ experience working with and/or designing national, sector level performance management or results based management systems
- Strong understanding of education systems and reform processes
- Demonstrative experience/capacity working with quantitative and qualitative methodologies in the education sector
- Experience in capacity building and adult learning methodologies
- Excellent facilitation, analytical, and report writing skills
