• MAIN FUNCTIONS

• Lead and supervise vessel cleaning and associated mechanical activities.

• Plan and coordinate cleaning activities in accordance with approved procedures and work schedules.

• Inspect vessels and determine cleaning requirements, access requirements, and work methods.

• Supervise removal of sludge, scale, deposits, hydrocarbons, residues, and other contaminants.

• Coordinate mechanical preparation of vessels for inspection, maintenance, repair, and return to service.

• Ensure proper isolation, draining, depressurization, ventilation, and preparation of vessels before cleaning.

• Supervise technicians, helpers, contractors, and specialist cleaning personnel.

• Coordinate with operations, mechanical maintenance, inspection, QA/QC, and HSE teams.

• Ensure cleaning activities meet project specifications, quality requirements, and operational standards.

• Maintain records of cleaning activities, inspections, defects, and completed work.

KEY RESPONSIBILITIES

• Review vessel drawings, procedures, cleaning plans, and work packs before commencing activities.

• Confirm equipment isolation and verify Permit to Work (PTW), Lockout/Tagout (LOTO), and confined-space requirements.

• Lead preparation of vessels for entry, cleaning, inspection, and maintenance.

• Supervise use of approved cleaning methods such as high-pressure water jetting, vacuuming, mechanical cleaning, sludge removal, chemical cleaning, or other approved techniques, as applicable.

• Inspect cleaning results and verify that surfaces are adequately prepared for inspection or maintenance.

• Coordinate removal, containment, handling, and disposal of waste and contaminated materials.

• Monitor condition of vessel internals and report corrosion, damage, deposits, or other abnormalities identified during cleaning.

• Ensure cleaning tools, pumps, hoses, ventilation equipment, gas detectors, and other equipment are fit for service.

• Conduct toolbox talks and ensure workers understand the task hazards and controls.

• Maintain safe exclusion zones and control access to work areas.

• Coordinate with inspection teams for visual inspection and other examination activities after cleaning.

• Verify proper reinstatement and housekeeping after completion of the work.

• Report progress, equipment issues, safety observations, and work completion status.

• Provide technical guidance and coaching to junior technicians and cleaning crews.

• QUALIFICATIONS & EXPERIENCE

• OND, HND, technical certificate, or equivalent in Mechanical Engineering, Mechanical Technology, Plant Maintenance, or a related discipline.

• Significant experience in vessel, tank, equipment, or industrial cleaning within the oil & gas, refinery, petrochemical, or process industry.

• Practical experience with mechanical equipment cleaning and maintenance activities.

• Knowledge of confined-space entry, gas testing, isolation/LOTO, pressure washing, vacuum systems, and hazardous-material handling.

• Experience supervising technicians, contractors, and field crews.

• Ability to interpret basic mechanical drawings, vessel layouts, procedures, and work packs.

• Strong understanding of HSE requirements for vessel entry and cleaning activities.

• Knowledge of hydrocarbon residue handling, waste management, and environmental controls is advantageous.

• Strong leadership, coordination, communication, and problem-solving skills.

• Ability to work in plant, refinery, offshore, shutdown, turnaround, and maintenance environments.
