Job title: Management Analyst 2, Cost of Service Model (CoSM)

About the Role The role is to lead the development and execution of the Bureau’s Cost-of-Service Model (CoSM) for the Department of State's Bureau of Consular Affairs, Office of the Comptroller, Strategic Planning and Policy Division. The Management Analyst 2 CoSM will provide expert advice on CoSM inputs, cost-setting policy CA/C, and Consular Overseas Data Collection Survey (CODaC). The ideal candidate will have strong expertise in survey design, data analysis, and cost modeling, with experience using Excel, statistical software, and survey platforms such as Qualtrics or WordPress for survey development.

What You'll Do

  • Provide Subject Matter Expertise (SME) for CoSM, CA/C, and other CA initiatives
  • Design, write, and program surveys into software tools (e.g., WordPress, Qualtrics, etc.)
  • Execute sampling methodology and develop sampling techniques
  • Develop comprehensive and ad-hoc targeted surveys to answer business needs
  • Oversee data collection
  • Conduct outreach to respondents and answer questions about survey methodology
  • Conduct analysis on quantitative and qualitative response data
  • Seek feedback from the respondents on questions and methodology, and revise and document findings as appropriate
  • Transform survey response data into CoSM inputs
  • Attend meetings and provide input associated with CODaC
  • Participate in formulating reports of CoSM results and other documentation for evaluations, audits, and recommendations
  • Maintain CODaC and CoSM Standard Operating Procedures (SOPs) to ensure continuity
  • Other duties as required by the team and/or CA/C leadership

What We're Looking For

  • Bachelor's Degree in business, statistics, or related field and at least two (2) years of experience with surveying, survey research, data analytics, or survey methodology
  • Excellent verbal and written skills
  • Customer service approach, people-first attitude, problem-solving, and maintaining high ethics
  • Proficient in Microsoft Word, PowerPoint, etc.
  • Expert in Excel and other statistical software analysis packages for modeling
  • Primary surveying experience, including both quantitative and qualitative design and analysis skills
  • Experience in designing and developing WordPress plugins and themes
  • Experience with server-side technology, including PHP and Python
  • Ability to create dynamic prototypes, interactions, and animations using CSS and JavaScript
  • Experience with survey software platforms such as Qualtrics, Confirmit, and Dapresy
  • Maintain professional competence by keeping abreast of emerging themes and best practices
  • Knowledge of applying analytical and evaluation techniques to plan, schedule, and conduct studies and analyses of management functions or programs
  • Active Secret Security Clearance
  • Must be a U.S. citizen with a valid U.S. passport
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
