Role Purpose

• To strengthen coordination and follow-through across primary and secondary health-service delivery, with particular attention to issues that cut across GSPHCDA, HSMB, LGAs, facilities and Ministry of health Gombe-specific operating context

Key Responsibilities

PHC and secondary-care performance:

• Review service-delivery findings generated by the DIU and relevant technical forums.
• Identify issues requiring action beyond routine technical discussion.
• Work with GSPHCDA and HSMB focal persons to define implementable corrective actions.
• Track bottlenecks around staffing, facility functionality, referrals, service readiness and quality.

Referral and continuity of care:

• Identify breakdowns between community, PHC and secondary-care pathways.
• Support joint problem solving where weak referral completion, delayed approvals or facility capability contribute to poor outcomes.

HRH and facility functionality:

• Coordinate with the DIU on interpretation of HRH registry, biometric attendance, facility census and service-volume data.
• Distinguish nominal staffing availability from actual staff presence and productivity.
• Ensure workforce recommendations consider workload, readiness and geography rather than headcount alone.

HSMB and secondary-care strengthening:

• Recognize limitations created by paper-heavy hospital data systems.
• Avoid demanding high-frequency analytics from systems that cannot reliably produce them.
• Prioritize pragmatic improvements in record completeness, monthly validation and use of existing NHMIS tools before recommending sophisticated digital products.

Committee interface:

• Serve as primary DMU interface for committees covering PHC, HRH, service delivery, MPDSR, community engagement, gender, nutrition and related service-delivery issues.
• Ensure committee mandates remain intact and only unresolved or cross-institutional issues enter the DMU/TMT pathway.

Key deliverables:

• Monthly service-delivery bottleneck brief.
• Consolidated action tracker for GSPHCDA/HSMB-related TMT decisions.
• Cross-institutional problem-solving notes.
• Quarterly summary of recurring service-delivery constraints.
• Evidence-of-closure pack for completed actions.

Suggested performance indicators:

• Share of assigned actions completed on time.

• Reduction in repeatedly unresolved GSPHCDA/HSMB issues.

• Number of cross-agency bottlenecks resolved without unnecessary TMT escalation.

• Evidence that facility/service decisions increasingly use linked service, staffing and readiness information.

• Recommended Profile / Capabilities

• Bachelor’s Degree in Medicine, Nursing, Public Health, Health Administration, Health Management, or a related discipline.

• Public-health or health-systems professional with strong experience in PHC and/or hospital service delivery.

• Minium of 7 years of relevant professional experience in health-sector management, service delivery, programme management and health systems strengthening.

• Strong understanding of RMNCAH+N, HRH, quality and facility operations.

• Experience coordinating government agencies and implementation partners.

• Strong problem-solving and programme-management skills.

• Demonstrate experience working with government across various levels of health facilities

• Strong understanding of PHC and hospital service-delivery systems and their operational interfaces.

• Demonstrate experience in implementation tracking, performance management, problem-solving, and stakeholder coordination.

• Strong analytical and organizational skills.

• Excellent written and verbal communication skills.

• Ability to work effectively with senior government officials and technical teams.
