Job Description

Job Summary

As Logistics Manager, you will lead and personally execute daily logistics, warehousing, and commodity management activities under the AFGHS MOU. The role involves coordinating ITN distribution, monitoring storage and warehouse conditions, supporting forecasting and commodity planning, and ensuring compliance with warehouse, traceability, and cold chain standards. Working closely with the Central Medical Store (CMS), the General Services Agency (GSA), and the Ministry of Health Supply Chain Technical Working Group, you will help ensure essential health commodities are safely stored, accurately tracked, and reliably distributed throughout Liberia's 15 counties.

Roles and Key Responsibilities:

Commodity Distribution and Logistics Operations:

  • Coordinate and support quarterly distribution cycles of U.S.-funded Insecticide-Treated Nets (ITNs) to health facilities, including last-mile distribution across Liberia’s 15 counties through the Central Medical Store and long-haul distribution to county depots. The role liaises directly with the Global Fund-supported 3PL logistics provider on last-mile delivery arrangements and supports the transition to a 4PL model through County Health Teams.
  • Represents CRS at quarterly Ministry of Health Supply Chain Technical Working Group meetings on distribution-related matters and continuously monitors distribution key performance indicators while maintaining end-to-end ITN supply chain tracking records aligned with the GS1 standards rollout.

Warehousing, Storage, and Standards Compliance:

  • Support LLIN storage operations at the General Services Agency warehouse by monitoring storage conditions and coordinating fuel and facility needs throughout the MOU period. The role carries out facility assessments and supports implementation of ISO 9001:2015 warehouse standards at CMS and county depots, including documenting renovation needs and delivering staff training.
  • Support the adoption of GS1 barcoding and traceability standards, including GTINs and GLNs, for stock keeping units and storage locations, while contributing to staff training, technology rollout, vaccine and cold chain storage compliance, WHO PQS adherence, cold chain uptime monitoring, and pharmaceutical waste management practices at CMS and county depots.

Quantification, Demand Planning, and Inventory Management:

  • Supports biannual demand-projection updates for U.S.-funded ITNs by incorporating historical consumption, health trends, and facility-level needs assessments, and by helping prepare materials for Steering Committee review.
  • Support quantification and monitoring of malaria commodities, including ACTs and RDTs, as well as MCH and HIV commodities where integrated supply chain support is required to prevent stockouts.
  • Support the use of Quantification Analytic Tool by entering and integrating consumption, inventory, and shipment data to generate forecasts up to 24 months ahead, while assisting the Government of Liberia’s ordering process for U.S.-funded commodities, including coordination with LMHRA on registration and documentation of each ordering step.

Risk Management and Commodity Security:

  • Support risk assessments of storage and distribution vulnerabilities for U.S.-funded ITNs and helps coordinate procurement and periodic review of insurance coverage for theft, fire, and natural disasters.
  • Support MOH task force surveillance systems and participate directly in audits and inspections of health commodity inventories and storage sites to help detect theft, diversion, or falsification.
  • Deliver training to health facility staff on recognizing and reporting suspicious commodity-related activity, supports maintenance of the dedicated communication channel, and helps ensure timely notification to the U.S. Government within 3–5 working days of suspected theft or diversion incidents.

Program Coordination and Reporting:

  • Support the Central Medical Store transition to full Government of Liberia ownership, including job shadowing and coordination inputs to the CMS Transition Governance Structure.
  • Develop and manage work plan and budget inputs for logistics and warehousing activities in line with CRS and USG/REACH requirements, and coordinate directly with GSA, CMS, NMCP, and MOH counterparts on day-to-day logistics, storage, and distribution matters.
  • Prepare timely technical updates and inputs for narrative and financial reporting to the Program Director, identifies and escalates logistics, storage, or distribution risks, and ensures that all logistics and warehousing activities and expenditures comply with CRS policies, donor regulations, and Liberian regulatory requirements.

Knowledge, Skills and Abilities
