About this role

Duties Description

The incumbent for this position will oversee all landscape architectural activities, projects and deliverables for the region related to the review, planning, analysis, design, construction, management, restoration, and rehabilitation of land and landscapes associated with transportation facilities, buildings, institutions, parks, historic sites, recreation areas and other outdoor developed areas. Duties and tasks may include, but are not limited to the following:

  • Review contract documents to ensure compliance with current ADA, bicycle and pedestrian circulation standards.
  • Assign projects and/or parts of projects to staff, reviewing work activities for quality and conformity to professional standards, program mandates, and project needs.
  • Allocates resources to accomplish work plans and projects, providing technical advice and assistance, preparing annual work plans, and evaluating and directing staff activities.
  • Reviews, approves, and signs landscape architectural plans, estimates, specifications, contracts, completed work, contract changes and payments, and contractor work activities, assuring that work is completed in accordance with plans and contracts.
  • Coordinates work activities with engineering, construction, maintenance, facility operations staff and management, and contractor staff to assure that work is completed in accordance with other program and project deadlines, requirements, and operations and that disruptions to traffic and facility usage are minimized.
  • Consults with federal, State, and local officials and organizations about projects and programs to obtain input, resolve problems, discuss and coordinate related developments, and explain projects and programs.
  • Prepares and oversees the preparation of visualizations, map analyses, technical media and presentation materials for decision making, design development and delivery, and for use in training, public meetings, workshops, and hearings, utilizing various software tools.
  • Oversee the preparation and submission of SPDES permits.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional: You must have a New York State Professional Landscape Architect’s License with current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service in a title allocated to a Grade 18 or higher. Open-Competitive: You must have a New York State Professional Landscape Architect’s License with current registration.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $102,406. This amount is comprised of the base salary of $95,406 with an additional geographic pay differential of $7,000, specific to this title and location. The maximum compensation for this position is $127,439. This amount is comprised of the standard job rate of $120,439 with an additional geographic pay differential of $7,000, specific to this title and location. In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
