Integrated Vector Control (IVC) Coordinator - Malawi Activity

The Opportunity:
Under the supervision of the Chief of Party (COP), the Integrated Vector Control (IVC) Coordinator will provide technical, organizational, operational, and logistics coordination for malaria vector control and technical assistance activities implemented through the Abt Global Central Mechanism in Malawi. The coordinator will support the planning and implementation of spatial emanator (SE) deployment, and other malaria vector control interventions, while providing technical assistance to the National Malaria Control Program and subnational health authorities.
The Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions. The project sustains uninterrupted malaria vector control interventions, including ITN distribution, IRS, and spatial emanators, as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. It also supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectives. This activity will run from October 19, 2026- June 30, 2027.
Core Responsibilities

Coordinate the co-design and co-implementation of malaria vector control activities in the assigned geographic area in close collaboration with the national government, subnational health authorities, community leaders, local institutions, and technical partners.

Coordinate seasonal workers before, during and after the implementation.

Promote targeted and integrated approaches, including attention to hard-to-reach populations.

Support the planning and implementation of project vector control activities and technical assistance, including:
-
Developing activity targets, quantifications, schedules, budgets, staffing plans, and operational workplans;

Conducting geographic reconnaissance, microplanning, and readiness assessments;
-
Organizing planning meetings with the National Malaria Control Program, local stakeholders, and target districts;
-
Coordinating community engagement and health promotion, and social and activities.

Supporting the selection and delivery of appropriate vector control interventions based on national priorities, local epidemiology, entomological data, feasibility, and community needs.

For SE and other vector control product deployments:
-
Determine household registration, distribution, installation, and supervision requirements and support the recruitment and management of temporary personnel;

Quantify spatial emanators and other products, equipment, transportation, and supplies;
-
Organize microplanning, training of trainers, cascade training, community sensitization, and field deployment;

Coordinate pre-deployment preparations and provide timely updates to the IVC Manager and Global Support Team; and
-
Coordinate monitoring of coverage, correct installation and use, safety, community acceptance, and product accountability.

Coordinate warehousing, supply chain, transport, and stores activities for IVC commodities and equipment, ensuring that stock records are complete, accurate, and up to date.

Ensure adherence to applicable U.S. Government, Abt Global, national, environmental compliance, occupational safety, and product-stewardship requirements for ITN, SE, and other vector control activities.

Coordinate with MEL staff to implement routine activity tracking, field data collection, data-quality assurance, indicator monitoring, and timely reporting, including alignment with national HMIS/DHIS2 platforms where appropriate.

Prepare weekly, monthly, campaign, and other technical and operational reports as directed by the COP; document implementation challenges, corrective actions, lessons learned, and results.

Contribute to the development and delivery of the country capacity-strengthening and transition plan to transfer integrated vector control knowledge, systems, and skills to government and local institutions.

Facilitate communication among target districts, communities, the country project office, and the Global Support Team, and represent the project at technical meetings, coordination forums, and community-level engagements as assigned.

Supervise and mentor seasonal personnel, field teams, and other assigned staff; promote teamwork, accountability, safeguarding, and high-quality performance.

Travel frequently to field sites to support and oversee district- and community-level operations and activities.

Perform other duties as assigned.
What We Value:

Bachelor's degree + 5 years of relevant experience, or master's degree + 3 years of relevant experience.
-
Bachelor's or master's degree in public health, environmental health, entomology, supply chain management, business administration, or another relevant field.

At least 5 years of relevant professional experience supporting malaria vector control, public health campaigns, or related project operations, with demonstrated experience in ITN distribution, IRS, SE, and/or other vector control interventions.

Experience working closely with government stakeholders, local community leaders, and partner organizations, with an emphasis on capacity strengthening and skills transfer.

Experience in quantification, logistics, warehousing, inventory control, and management of public health commodities.

Knowledge of environmental compliance, occupational safety, and responsible insecticide or vector control product management is highly desirable.

Demonstrated ability to plan and supervise field operations, temporary personnel, trainings, budgets, and multiple concurrent activities with limited supervision.

Experience with routine monitoring, data-quality assurance, digital data-collection tools, and HMIS/DHIS2 platforms is highly desirable.

Prior experience with USG-funded programs and/or other international development programs is desirable.

Strong leadership, teamwork, interpersonal communication, problem-solving, organizational, and report-writing skills.

Proficiency in Microsoft Word, Excel, and PowerPoint.

English language proficiency required.
