About the Role The consultant will design an impact evaluation for Avança Saúde SP implemented in São Paulo, Brazil, to assess its effectiveness on access and quality of health services and inform scale-up in the region. The work sits in the Health, Nutrition and Population (HNP) Division of the IDB Group, supporting health systems strengthening and digital health transformation. What You'll Do
- Conduct a focused literature review to extract evaluation design lessons from similar impact evaluations of digital health interventions at scale.
- Determine key intermediate and final outcomes related to access, quality, timeliness of care and health outcomes, based on expected impact pathways.
- Design the impact evaluation strategy, including identification strategy, comparison groups, power calculations, and statistical analysis to validate the proposed approach.
- Assess administrative, routine, and health information systems available for treatment and comparison groups for outcome measurement.
- Conduct necessary statistical analyses to evaluate the validity of the strategy using administrative data.
- Develop the strategy, methodology, and data needs for a cost-benefit analysis using the evaluation results.
- Write the study protocol for the impact evaluation.
- Participate in regular meetings with the evaluation team and provide inputs.
- Obtain ethical clearance (IRB) if deemed necessary, including approvals from CONEP or municipal ethics committees. What We're Looking For
- Education: Master’s degree in economics, public policy, public health, epidemiology or equivalent; PhD preferred.
- Experience: At least 10 years of relevant research experience in quantitative methods and project evaluation in health or social sciences.
- Languages: Proficiency in Portuguese and English (spoken and written) is required; working knowledge of Spanish is preferable.
- Citizenship: Must be a citizen of Brazil or of one of IDB’s 48 member countries with residency or legal permit to work in Brazil.
- Consanguinity: No family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. Nice to Have
- Spanish language proficiency (preferred).
- Experience with IRB/CONEP ethics clearance processes or municipal ethics committees.
