ECOWAS – Human Resources Officer (Abuja)
- The OAG Mandate and Function
- The Office of the Auditor General of ECOWAS Institutions (OAG) is an independent assurance office established to assist the ECOWAS Governance Bodies, in particular, the Council of Ministers and Audit Committee to carry out oversight functions, promote good corporate governance, accountability, and value for money in all Community Institutions, Specialized Agencies and Offices.
- The OAG is mandated to conduct Community-wide financial audits, compliance audits, performance audits, Investigations, and other Special Audits.
- The OAG structure comprises an Audit Directorate, a Directorate for Program Performance Audit, and an Internal Services Division. It is headquartered in Abuja, Nigeria.
Role Overview
- Under the supervision of the Principal Officer, Internal Services, the incumbent will ensure efficient functioning of the general human resource functions of the Office of the Auditor General in accordance with ECOWAS Staff Regulations, Rules, and established best practices.
Role and Responsibilities
- Contribute to the development and implementation of human resources strategies aligned with the mandate and objectives of the Office.
- Advise management on HR policies, procedures, and workforce planning initiatives.
- Coordinate recruitment and selection processes, including vacancy announcements, screening, assessments, interviews, and onboarding.
- Prepare recruitment reports and recommendations for management approval.
- Administer staff salaries, allowances, benefits, and entitlements in accordance with applicable regulations.
- Review and process claims relating to education grant, dependency allowance, installation grant, travel entitlements, and other staff benefits.
- Coordinate the implementation of the performance management system.
- Monitor compliance with performance appraisal timelines.
- Provide guidance to supervisors and staff on performance evaluation processes.
- Analyze performance data and recommend interventions for organizational effectiveness.
- Support the Identification of training and capacity development needs.
- Develop annual training plans and budgets.
- Coordinate learning and development programmes, workshops, and professional certification initiatives.
- Facilitate conflict resolution and workplace harmony initiatives.
- Support staff welfare programmes and employee engagement activities.
- Maintain accurate personnel records and HR databases.
- Manage contract administration, confirmations, promotions, renewals, separations, and related HR actions.
- Ensure confidentiality and integrity of personnel information.
- Ensure HR processes are compliant with internal controls and governance requirements.
- Facilitate internal and external audits relating to HR matters.
- Monitor implementation of audit recommendations affecting human resources.
- Identify and mitigate HR-related risks.
Academic Qualifications and Experience
- Bachelor's Degree (or equivalent) in Human Resource Management, Public Administration, Business Administration, Industrial Relations, Psychology, Law, Social Sciences, or related field from a recognized institution of higher learning.
- Master’s Degree in Human Resources Management or related field and/or professional HR certification would be an added advantage.
- Minimum of five (5) years of progressively responsible experience in one or multiple areas of human resources management including training, recruitment, performance management, change management, manpower planning, salary policy, pension administration, terms and conditions of employment, monitoring, analytics, and reporting.
- Experience in a Human Resources generalist role would be an added advantage.
- Knowledge of Regulations, procedures, and policies of relevance to the execution of duties associated with the position in an international organization.
- Cognitive knowledge of data base creation and management, and use of Enterprise Resource Planning (ERP) systems and programs for operationalizing a variety of HR business processes and reports.
