Job Summary

  • We are seeking a highly experienced HSE Manager to lead and drive the Health, Safety, and Environmental (HSE) agenda across our FMCG operations, projects, and associated business activities.
  • The successful candidate will be responsible for developing, implementing, and monitoring HSE strategies, ensuring regulatory compliance, minimizing operational risks, and fostering a strong culture of safety excellence throughout the organization.
  • The ideal candidate should have proven experience in FMCG manufacturing environments, project execution, construction activities, industrial operations, and contractor management.

Key Responsibilities

HSE Strategy & Compliance:

  • Develop, implement, and continuously improve the organization's HSE policies, procedures, and management systems.
  • Ensure compliance with applicable local and international HSE laws, regulations, and industry standards.
  • Establish HSE objectives, targets, and performance indicators aligned with business goals.
  • Monitor regulatory developments and ensure necessary compliance measures are implemented.

Risk Management:

  • Conduct comprehensive risk assessments for manufacturing processes, project activities, and operational functions.
  • Develop risk mitigation plans and safety controls for identified hazards.
  • Lead Job Hazard Analysis (JHA), Hazard Identification and Risk Assessments (HIRA), and Permit-to-Work systems.
  • Ensure effective implementation of control measures to prevent accidents and occupational illnesses.

Operations Safety Management:

  • Monitor HSE compliance across production plants, warehouses, distribution operations, and utilities.
  • Drive initiatives that promote safe manufacturing practices and operational excellence.
  • Ensure machine safety, lockout/tagout procedures, and safe handling of materials.
  • Monitor contractor and visitor compliance with company safety standards.

Project HSE Management:

  • Provide HSE leadership for construction, installation, expansion, maintenance, and engineering projects.
  • Review project HSE plans, method statements, and risk assessments.
  • Ensure safe execution of project activities and contractor compliance.
  • Participate in project planning to integrate HSE requirements from inception through completion.

Incident Management & Investigation:

  • Lead investigations into accidents, incidents, unsafe acts, near misses, and occupational health concerns.
  • Identify root causes and implement corrective and preventive actions.
  • Prepare and present incident investigation reports to management.
  • Monitor trend analysis and recommend improvement initiatives.

Training & Safety Culture:

  • Develop and implement HSE training programs for employees, contractors, and visitors.
  • Conduct safety inductions, toolbox talks, safety campaigns, and awareness programs.
  • Promote behavioral safety initiatives and foster a proactive safety culture.
  • Mentor supervisors and managers on workplace safety leadership.

Emergency Preparedness & Response:

  • Develop and maintain emergency response plans and business continuity procedures.
  • Coordinate emergency drills including fire, evacuation, and medical response exercises.
  • Ensure fire safety systems, first-aid facilities, and emergency equipment are inspected and maintained.
  • Lead emergency response activities when required.

Environmental Management:

  • Oversee environmental compliance programs and sustainability initiatives.
  • Monitor waste management, pollution prevention, and environmental impact controls.
  • Ensure proper handling, storage, and disposal of hazardous substances.
  • Drive initiatives aimed at reducing environmental footprints and improving resource utilization.

Audits & Reporting:

  • Conduct routine HSE inspections and compliance audits.
  • Coordinate internal and external HSE audits and regulatory inspections.
  • Prepare weekly, monthly, quarterly, and annual HSE performance reports.
  • Present HSE performance metrics and recommendations to management.

Key Performance Indicators (KPIs)

  • Reduction in Lost Time Injury Frequency Rate (LTIFR).
  • Reduction in recordable incidents and near misses.
  • Completion of scheduled HSE inspections and audits.
  • Regulatory compliance and audit scores.
  • Timely closure of corrective and preventive actions.
  • Employee participation in HSE programs and training.
  • Improvement in overall safety culture and awareness.
  • Successful execution of projects without major HSE incidents.

Qualifications & Experience

  • Bachelor's Degree or HND in Environmental Science, Engineering, Industrial Safety, Occupational Health & Safety, or a related discipline.
  • 7-10 years of progressive HSE experience.
  • Proven experience within FMCG manufacturing operations is mandatory.
  • Demonstrated experience managing HSE for projects, construction, engineering, or industrial operations.
  • Professional certifications such as NEBOSH International Diploma/IGC, IOSH, ISPON, OSHA, or equivalent are highly preferred.
  • Strong knowledge of ISO 45001, ISO 14001, and HSE management systems.
  • Experience in contractor management and project safety oversight.
